The Department of Design and Construction is the primary agency responsible for the implementation of the City’s Capital Improvement Program (CIP). The Department provides engineering expertise and advice to the City’s program planning, and performs project planning, design, construction, inspection, and land acquisition for public facilities of the City and County of Honolulu.

Queen's Surf seawall repair
Completed $3.6 million in emergency repairs to the Queen’s Surf Seawall, including a structural assessment, geotechnical borings (drilling to evaluate soil and material conditions), structural design, and construction to address a large cavity beneath the promenade and ensure public safety.
Newly Repaired Kalākaua Avenue Bridge
DDC completed a $1.8 million, one-year rehabilitation of Kalākaua Avenue Bridge #285 and the surrounding roadway—repairing cracks and spalls, restoring sidewalks, and filling voids to improve safety and accessibility for the community.
Photo voltaic systems installed at City facilities
The City has completed the installation of five photovoltaic carport canopy systems at the Neal S. Blaisdell Center, Kapolei Hale, Ala Wai Golf Course, Joint Traffic Management Center, and Kapolei Police Station.

Together, these solar canopies are expected to produce about 5.5 million kilowatt-hours each year and generate more than $1 million in annual energy cost savings.
Newly stabilized channel slope at Mānoa Stream
Completed a $1.5 million flood-mitigation project along Mānoa Stream behind 2748 Poelua Street, stabilizing the channel slope and strengthening critical drainage infrastructure through outlet structure upgrades and installation of a steel-anchored gabion retaining wall to reduce flood risk and improve long-term system resilience.
Hawai‘i Kai Bridge Repairs
Completed $1.5 million in emergency repairs within nine months on three Hawai‘i Kai bridges — #304 (Hawai‘i Kai Drive), #342 (Keāhole Street) and #352 (Wailuā Street), demolishing and restoring damaged concrete to improve safety, durability, and reliability of these bridges.
Rockslide Mitigation at Koko Drive
Completed $1.1 million in rockslide mitigation at Koko Drive (Site 048-A) in four months; work on this project included slope scaling, grouted anchors, shotcrete, utility relocation, traffic control, and environmental protections to enhance safety and reduce rockslide risk and improve roadway stability.
Neal S. Blaisdell Center walkway improvements
Completed $741,995 in walkway improvements at the Neal S. Blaisdell Center, replacing obsolete bollard lighting with brighter pole-mounted LED fixtures to improve the reliability, appearance, safety, and security of the grounds around the Concert Hall and campus.
Rockslide Mitigation on Pacific Heights Road
Delivered $2.4 million in rock slide mitigation along Pacific Heights Road in four months, enhancing roadside slope stability and safety through vegetation clearing, rock scaling and removal, installation of grouted anchors, and sculpted shotcrete application at five separate sites.
Ala Wai Golf Course Clubhouse roof improvements
Completed $1.17 million in roof and related improvements at Ala Wai Golf Course Clubhouse, including replacement of the asphalt shingle roof, exhaust fans, and downspouts, to upgrade the facility
Rehabilitiation of Streets - Kalākaua Avenue
Completed a $2.9 million, 16-month rehabilitation of Kalākaua Avenue, from ʻOlohana Street to Poni Mō‘i Road, to enhance driver and pedestrian safety and accessibility through pavement resurfacing, curb and sidewalk reconstruction, utility adjustments, pavement striping, traffic control and tree maintenance
