Properties for Non-Profit Organizations
Community Based Development Division
The Division leases certain City properties to qualified, private nonprofit organizations to provide housing and services for special needs groups, pursuant to Section 28-3.5, Revised Ordinances of Honolulu 1990, as amended (“ROH”).
WHAT IS A SPECIAL NEED?
- Disabled, including developmentally disabled
- Persons with mental illness, including serious mental illness
- Elderly
- Elderly and disabled
- Chronically homeless
- Households experiencing homelessness (individuals, youth, families, families with minor children) that need support services
- Victims of domestic violence
Of the 63 properties in DCS’s special needs inventory,
- 23 serve developmentally disabled or persons with mental illness
- 11 serve the elderly
- 11 provide emergency shelter or transitional housing (families and youth) and 3 provide permanent rental housing for households experiencing homeless
- 2 provide housing or shelter for victims of domestic violence
- 7 provide support for youth and young adults

- The ARC in Hawaiʻi (developmentally disabled)
- Alternative Structures International, LLC (ASI) (homeless & chronically homeless including youth)
- Residential Youth Services and Empowerment (RYSE) (chronically homeless youth)
- ALEA Bridge (chronically homeless including youth)
- Mental Health Kokua (persons with mental illness)
- Housing Solutions Inc. (HSI) (homeless)
- Steadfast Housing Development Corporation (serious mental illness)
- Easter Seals (developmentally disabled)
- Waiʻanae Coast Community Mental Health Center (persons with mental illness)
- Hawaiʻi Health & Harm Reduction Center
- Permanent Supportive Housing (PSH)
- Rapid Re-Housing (RRH)
- Homelessness Prevention (HP)
