2025 Section 8 Wait List Update:
The City and County of Honolulu Department of Community Services has completed the randomization process for the 2025 Housing Choice Voucher (HCV) Program wait list. Mahalo to all who applied. Randomization is complete. Check your status at www.waitlistcheck.com using your username and password. Take a screenshot of the page for your records. Selected applicants will be contacted as vouchers become available; 3,000 applicants have been placed on the wait list.
Those placed on the wait list will be contacted as vouchers become available and will be asked to provide documentation to confirm eligibility.
We understand that this process can feel uncertain. Please know that placement on the wait list does not guarantee receipt of a voucher, and it may take time before applicants are contacted. At this time, the wait list is not expected to reopen for approximately three years.

February HAP payments have been paid, however the HAPCheck.com website is not working. We are anticipate the issue being resolved by the close of business on Friday February 13, 2026.
Beginning Tuesday February 17, 2026, you may contact our office at (808) 768-7392 if your data does not appear. Please ask for a manual report of the payment breakdown and provide the Owner ID.

What do I need to apply?
All applicants should have the following information ready before filling out a Section 8 Pre-Application:
- Social Security Numbers for All Household Members
- Household Members’ Gross Incomes and Names of Employers
- Household Members’ Cash Value of Assets and Annual Income Received from them (Example: Checking and/or Savings Accounts, Stocks, Bonds, CDs, Investments, Real Estate, etc…)
- Household Members’ Date of Birth
- Some “Yes” or “No” questions will be asked regarding Public Assistance history and Criminal history for Adult Members of the Household
- Emergency Contact Information (Optional)
- Working Email address (Form allows you to create free Gmail account)

Program eligibility and requirements are subject to federal regulations and local program policies. Information provided in these FAQs is intended as a general guide. Official program requirements are contained in the Housing Choice Voucher Administrative Plan and applicable HUD regulations.
No. The Waiting List is currently closed.
When the Section 8 office anticipates reopening the Waiting List, an official public announcement will be made with application instructions and relevant dates.
We are unable to provide an exact reopening date. Reopening depends on the availability of federal funding and program capacity. The Waiting List may remain closed for several years.
Our agency no longer accepts paper applications. When the Waiting List is open, applicants will be required to complete an online application.
We understand that some families may not have access to a computer or mobile device. When the Waiting List reopens, information will be provided regarding community partners and locations that may assist applicants with completing the online application process.
No. There is no fee to submit a pre-application or apply for the Housing Choice Voucher Program.
If you are asked to pay a fee to apply, please be aware that the City and County of Honolulu does not charge application fees for this program. Be cautious of scams or unauthorized websites requesting payment.

To be eligible for the Housing Choice Voucher Program, applicants must:
• Meet current income limits.
• Meet HUD’s definition of a family.
• Provide a Social Security number for all household members, as required.
• Declare and provide documentation of citizenship or eligible immigration status.
• Meet all program eligibility requirements, including applicable background screening requirements.

No. Placement on the Waiting List only means your preliminary application was received and selected for placement on the list. It does not mean you have been approved for the program or that you will receive a voucher or rental assistance.
In July 2025, approximately 17,000 applications were received. Of those applications, 3,000 were randomly selected for placement on the Waiting List.
Families on the Waiting List will be contacted as vouchers become available. Due to limited funding and program availability, we cannot estimate when applicants may be contacted to continue the eligibility process.
The amount of time an applicant remains on the Waiting List varies and depends on program funding availability, turnover, and the number of applicants ahead of you on the list. There is no guarantee regarding how long the wait may be.
No. Rental assistance is not available while you are on the Waiting List. Assistance can only begin after all eligibility requirements have been completed and an approved unit has been leased under the program.

Applicants are responsible for ensuring their contact information remains current. Failure to update your information may result in missed correspondence or removal from the Waiting List.
The most important thing you can do is keep your address, phone number, email address, and household information current with the Section 8 office.
Applicants should also carefully monitor their mail, email, and phone messages for important notices or deadlines related to their application.
When your name reaches the top of the Waiting List, the agency will contact you to begin the full eligibility determination process.
You will be required to provide documentation and complete all program screening requirements before eligibility can be determined.
No. A voucher cannot be issued if there is an outstanding balance owed to a Public Housing Agency or another federally assisted housing program, unless the balance has been resolved in accordance with program requirements.
After receiving a voucher, you must locate a rental unit that meets program requirements. The unit must pass inspection and all required documents must be completed before rental assistance can begin.
Families may use their voucher within our agency’s jurisdiction, which includes the entire island of Oahu, provided the unit and tenancy meet program requirements.
Yes. Your landlord must agree to participate in the program, and the unit must pass the required inspection.
Many families choose to remain in their current unit if the owner agrees to participate. Please note that the program does not provide security deposit assistance. Families are responsible for paying any required security deposit.
Yes. All units must pass a required housing inspection before the lease and Housing Assistance Payments (HAP) contract can be approved.
Families generally pay approximately 30% to 40% of their adjusted monthly income toward rent and utilities.
The remainder of the approved rent is subsidized through the Housing Choice Voucher Program and paid directly to the property owner.
Yes. Being on another housing assistance waiting list does not prevent you from applying for this waiting list, provided you meet all eligibility requirements.
Yes. The City and County of Honolulu will continue to issue vouchers to eligible applicants on the current waiting list before applicants selected from a newly established waiting list are considered. The current waiting list must be exhausted before the new waiting list is used.
No. Housing Choice Vouchers are issued to an eligible household and cannot be transferred to another person or family member.
Any person seeking housing assistance must independently meet program eligibility requirements.
Yes. Families who are certified as receiving housing assistance through a homeless assistance program administered by the City and County of Honolulu may qualify for a homeless preference if they are placed on the waiting list.
In accordance with program policy, no more than 25% of vouchers issued in a calendar year may be allocated under this preference.
Yes. Applicants may be removed from the Waiting List for reasons that include, but are not limited to:
• Failure to respond to agency requests or notices
• Failure to provide required information or documentation
• Failure to keep contact information current
• Requests by the applicant to be removed from the list
Yes. You may apply if you meet all income and eligibility requirements.
However, if you do not currently reside on Oʻahu and are issued a Housing Choice Voucher by the City and County of Honolulu, federal regulations require you to lease a unit within our jurisdiction for at least the initial 12-month term of assistance before exercising portability to another jurisdiction.
Emergency Housing Voucher Update and Frequently Asked Questions
Yes, the American Rescue Plan made EHV funds available for obligation by HUD until September 30, 2030. However, due to historic increases in rental prices resulting in higher Per Unit Cost for EHVs, HUD estimates that the Department will only have sufficient funds to cover all EHVs through most (but not all) of Calendar Year 2026. This affects all public housing agencies administering the EHV Program throughout the nation. Click here to learn more.
Yes, the vouchers of EHV families will be transitioned into the regular HCV program automatically. No action is required by the family since the City and County of Honolulu has received authorization from HUD. For more information, please see this letter here.

To access this secure system, enter www.hapcheck.com into your Web browser.
Use the boxes on the right side of the screen to log into the system using your Tax ID (Social Security Number or Employer Identification Number).
Your temporary password is your Section 8 account number which begins with H8XXXX.
You will be prompted to enter a new password which you will use to access the system in the future.
Disability Vouchers (Mainstream): This program is designed to provide housing assistance to very low income families with adults with disabilities. PHA staff will assist participants in locating accessible units and provide referrals to organizations that specialize in assistance for person with disabilities, including financial assistance for unit modifications. Enhanced Voucher Assistance: These are special vouchers available to tenants who would otherwise be adversely affected by HUD program decisions. Enhanced vouchers are generally issued to provide continued assistance for a family at the termination of project-based rental assistance. If the family stays in the same project, the voucher payment standard covers the full market rent. Enhanced vouchers have several special requirements, but in all other respects are subject to rules of the tenant-based voucher program. Differences include a special statutory minimum rent requirement and a special payment standard, applicable to a family receiving enhanced voucher assistance that elects to stay in the same unit, which can sometimes result in a PHA approving a unit that would otherwise be unaffordable to a family with regular tenant-based assistance. If the family moves, all normal voucher rules apply.
Family Unification Program (FUP): This program provides Housing Choice Vouchers (HCV) to youth at least 18 years old and not more than 24 years old who:
- Left foster care at age 16 or older and
- Are homeless or at risk of homelessness.
FUP vouchers are limited to 36 months of housing assistance and allow youth to lease decent, safe, and sanitary housing in the private housing market. This program requires a referral from Hale Kipa.
Moderate Rehabilitation Program: This program is designed to achieve two objectives – longer term affordable housing and improving rental property conditions. Participating property owners agree to rehabilitate their properties to meet federal Housing Quality Standards and participate in the program for fifteen years. Academy Gardens is located at 1302 Victoria Street and has 39 studio units.
Family Self-Sufficiency (FSS) Program: The FSS program helps families and individuals receiving Section 8 Housing Choice Voucher (HCV) assistance increase their earned income, build financial capability and assets, and reduce their dependency on welfare assistance, rental subsidies and homeownership subsidies. Participants work with an FSS Case Manager to create a step by step plan toward their employment goals and are linked with existing community services for education and job training, employment, financial planning, homeownership counseling and other social services assistance or support services needed to achieve economic independence. Under FSS, participants may have the opportunity to start an FSS savings account as their rent share increases due to increases in earned income. The FSS program will maintain the savings account and make the balance available to the participant upon successful completion of the FSS Contract.
Family Self-Sufficiency (FSS) and Family Unification Program (FUP) Demonstration:
The purpose of this program is to increase opportunities for eligible youth receiving housing assistance under the FUP Program with support to achieve self-sufficiency. Program participants with a FUP voucher who enroll and participate in the FSS Program will be able to extend their housing assistance to match the length of the FSS contract, which is typically 5 years.
