Spay and Neuter Public Hearing
The City and County of Honolulu’s Department of Customer Service is seeking public input to consider rules and regulations for a public spay and neuter program for dogs and cats.
An in-person public hearing on the topic is scheduled for Thursday, July 9, 2026 from 2 p.m. to 4 p.m. in room 153 of Kapālama Hale, 925 Dillingham Blvd.
The meeting is the first step in producing rules to address the establishment and administration of a City and County public canine and feline spay and neuter program.
The hearing will allow interested persons to present written or oral testimony regarding the proposed rules. Written testimony will also be accepted by email to CSD@honolulu.gov, or by mail to the Department of Customer Services, Kapalama Hale, 925 Dillingham Blvd. #210, Honolulu, Hawaii 96817.
