The Dealer Center and Dealer Express services are for our Oahu licensed automobile dealers to process their registration needs in a timely and efficient manner.

News Updates

INCREASE IN HIGHWAY BEAUTIFICATION FEE

Effective June 1, 2026, the Highway Beautification Fee increased from $7.00 to $10.00 as approved under Ordinance 25-37, effective January 1, 2026. The increase will be implemented with the June renewals and registrations moving forward.

Dealer Drop off registrations expiring PRIOR to June 1, 2026 will be charged the $7.00 fee.
Dealer Drop transactions received with a POSTMARK DATE PRIOR to June 1, 2026 will be assessed the Highway Beautification Fee of $7.00.
Transactions processed ON OR AFTER June 1, 2026 will be charged the updated $10.00 Highway Beautification Fee.
Expired registrations processed on or after June 1, 2026 shall be charged the increased Highway Beautification Fee of $10.00
Any delinquent penalties and other registration fees remain unchanged unless otherwise directed.

PARKING AT KAPALAMA HALE

Parking is restricted due to the construction project at Kapālama Hale. The small reserved lot is closed due to construction. The only parking is in the large, paid public parking lot makai of Kapālama Hale.

Also, processing times for all dealer services may be affected by disruptions caused by the construction project.

HANDY REMINDERS

Please DO NOT use any type of erasable ink (i.e. FriXion pens, etc.) on motor vehicle documents. The ink will cause problems with the documents.
Do not put stickers on the titles – they must be removed by our staff and sometime are a challenge to remove.
Please type information rather than hand writing it, as hand writing can be difficult to decipher.
Express transactions are ready 24 hours after drop off.
Please ensure that copies of safety check documents are clear and legible.
The counter is for drop offs and pick-ups only. Please direct questions to the staff to the Dealer phone line or email address.
No cash payments are accepted.
Please include a contact phone number on the drop off tags
Please indicate whether EV plates are requested for EV vehicles, as EV plates are not required for EV vehicles.

DEALER EXPRESS

Please be on time for a Dealer Express appointment. If you are late or miss your appointment, you must make a new appointment for the Express service or make the package a regular dealer drop.

VETERAN 65+ EXEMPTION

The new County Motor Vehicle Registration fee exemption for veterans 65 and older can only be applied for in-person at a satellite city hall. It cannot be requested by anyone other than the applicant.
