For LICENSED AUTOMOBILE DEALERS only. Not available to the general public.

The Dealer Center’s Dealer Express is an exclusive registration service for licensed automobile dealers.

Location: Kapalama Hale, 925 Dillingham Blvd., Second Floor, Room 220

  • Park in the big lot with automatic ticket dispenser
  • Check in with security guard in main lobby of Kapalama Hale

Hours of Operation: 8 a.m. – noon weekdays (holidays excluded)

Operational Changes effective October 15, 2025

By appointment only. Make an appointment at AlohaQ.org.

  • Two appointments per licensed dealer number per week. Appointments are issued seven days in advance and open at noon
  • Complete transaction services for two vehicles per appointment. No exchanges or substitutions upon submission
  • Service is not same day. Documents will be processed and pick up ready at Dealer Center within 24 hours after drop off
  • Document review limited to appointment interview time interval of 10 minutes. Late arrivals at appointments must have ALL documents complete within presentation time or have appointment canceled to be rescheduled
  • Must present Motor Vehicle Dealer License number and associated DCCA Dealer Name for verification
  • All registration types accepted for processing EXCEPT out-of-state/foreign vehicles and tow/mechanics/storage liens
  • Transactions must be organized in a suitably-sized, reusable envelope, clearly marked with “Dealer Express,” along with the dealer’s name, MVD License number, contact information, and date on it
  • Transaction envelopes must contain payment by check, cashier’s check, or money order only. No cash or credit/debit card will be accepted for Dealer Express

Client must provide the following for each transaction:

  • Active Dealer License Number
  • Letter of Authorization (LOA)

Each transaction requires a signed LOA from the business or organization identifying the representative authorized to act on behalf of the business or organization. Memorandum on Letter of Authorization.  Letter of Authorization Form/Template.

  • Letter of Authorization must be:
    • original or certified copy of an original
    • completed on company/business letterhead or the provided DMV template
    • signed by authorized individuals
  • Representatives completing the LOA at the counter must provide proof of authorization to sign on behalf of the company. Acceptable forms of proof include:
    • Copy of GET license
    • Listing as an officer on the DCCA website
    • Original business card indicating title and signing authority
    • Goverment issued ID card, passport, or active driver’s license
  • The LOA will be attached to the transaction record

NO TOKENS OF ALOHA OR APPRECIATION ARE ALLOWED
Violations of this ethics policy will not be tolerated
