Central Oʻahu

Overview

The City and County of Honolulu has several ongoing complete Streets improvements in the works for the Kunia, Waipiʻo, Mililani, and Wahiawā neighborhoods. Upcoming improvements include new walkways along Kilani and California avenues and edge-of-lane line improvements in Mililani. These projects will contribute to create a network of streets that are safe and convenient for all people, whether they are traveling by foot, bicycle, transit, or ride-share, and regardless of age or ability.

Complete Streets are:
  • Safe and convenient for people of all ages and abilities
  • Accommodating to all modes, including foot, bicycle, transit, and automobile
  • Integrated with the community’s vision and sense of place
  • Supportive and community health and transportation equity

The Opportunity

The Department of Facility Maintenance has an upcoming project to repave California Avenue from Kamehameha Highway into Wahiawā Heights, which provides a near-term opportunity to implement some of the community’s desired traffic safety changes through new roadway striping. These improvements include parking-protected bicycle lanes and travel lane reconfiguration in the commercial corridor, striped curb extensions with delineator posts at busy intersections, and an uphill bicycle lane to ʻIliahi Elementary School.

Upcoming and Current Projects

Wahiawā Walkway Improvements

The City and County of Honolulu has roughly 900 miles of missing walkways along our local roadways, and building them is a complex and costly endeavor. The new Oʻahu Pedestrian Plan prioritizes our missing walkways based on an analysis that considers factors such as bus routes, proximity to schools, and crash history. Moving forward, pending the availability of funds, the City’s Complete Streets program will explore opportunities to construct walkways along these priority segments, either as stand-alone improvements or part of a periodic roadway and pavement rehabilitation projects.
 
Locations identified for safety improvements are:
  • California Avenue (Kamehameha Highway to Karsten Drive)
  • Glen Avenue/ʻUʻuku Street (Kellog Street to California Avenue)

Lower Wahiawā

Kilani and California Avenues

Priority missing walkway gaps are being addressed along portions of Kilani and
California Avenues in lower Wahiawā, as recommended in the O‘ahu Pedestrian Plan. Improvements will be part of another roadway rehabilitation project that is anticipated to advertise for construction bids in Spring 2026.

Mililani

Mililani Mauka Improvements

Parking lane striping and striped curb extensions will be installed along ʻĀinamakua Drive through another resurfacing package in Mililani Mauka work on reconstructed sidewalks and curb/gutters is ongoing.
