SENIOR ACCOUNT CLERK (ACCOUNTS PAYABLE)

DUTIES SUMMARY: The primary role of this position is to manage the accounting system for the State Witness and Extradition program, process travel requests and payments, provide accounting and audit support to assist the Administrative Services Officer with fiscal management of department funds and inventory, conduct small purchase procurement including office supply replenishment, manage bill payments, and process other financial transactions essential for the daily operations of the department and its readiness to proceed with trials and hearings. This position establishes and maintains accounting records and related supporting documentation for the department, compiles and reconciles financial data, tracks and performs the review, posting, revising and summarization of fiscal records and reports; performs financial analysis and prepares financial schedules and reports; processes travel requests and reservations, processes and records accounts payables, reviews and maintains payment documentation; purchases supplies and office items, and assists with small purchase procurement; reviews timesheets and leave records; and performs other fiscal and administrative tasks as assigned.

The position applies Hawaii Revised Statutes, State of Hawaii Procurement Office policies and procedures, State of Hawaii Department of Budget and Finance policies and procedures, City and County of Honolulu Budget and Fiscal Services policies and procedures, and department policies and procedures; requires knowledge of bookkeeping principles and practices; office practices and procedures; applicable legal requirements; filing methods and systems; and has the ability to maintain fiscal accounts and records; prepare financial schedules and reports; interpret fiscal records and data; interpret laws, rules and regulations pertaining to the work; utilize and manage a department purchase card (pcard), process accounts payable and travel requests, and process a high volume of transactions which are time sensitive; handle confidential personal and criminal justice information; follow verbal and written instructions; and deal tactfully and effectively with others to process transactions and to resolve issues.

MINIMUM QUALIFICATIONS:

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and four years of clerical experience, three years of which shall have been in account record keeping work.
