A quorum (8 members) must be present by 7:10 p.m. or the meeting is cancelled.

Please turn off/silence all pagers and telephones.  You must be recognized by the Chair before speaking.  Only two turns per person to speak, including Board members, of one minute each.

 

 

I.    CALL TO ORDER - Board member roll call by chair pro-TEM at 7:00 p.m.

       A.  Call to Order by Chair pro tem Ron Lockwood

       (Rule No. 4 Section 4-4.1(a)  - "the board member receiving the highest number of votes

       in the board election immediately preceeding shall call the neighborhood board members to

       order and shall serve as the temporary presiding officer."

II.  ADMINISTRATION OF OATH OF OFFICE TO ALL BOARD MEMBERS FOR THE 2007 - 2009 TERM.

      A.  Oath of Office for those who missed the June 2nd Installation

      B.  Remarks on Community Service:

    (RNP) Article 1. 1-1.1  Purpose "...to increase and assure effective citizen participation in the decisions of government..."

    (RNP) Article 7. 1-7.1 Powers, Duties & Functions   "...boards are responsible for actively participating  in functions and processes of government by articulating defining, and addressing neighborhood problems.  Their actions should reflect the needs and wants of the neighborhood.  Boards are expected to take the initiative..."

     C.    Remarks on Absenteeism:

(RNP) Chapter 4.  4-2.3 Absence  "When a board member accumulates three (3) or more    absences from properly noticed regular board meetings within a one (1) year period, beginning June 1 and ending May 31, the board shall have the option to declare the seat vacant..."

     D.   Order & Decorum.

          (RNP) Rule 9 4-9.2 "When a board member or person properly before the board wishes to speak, the member or person shall address the chairperson, be recognized before proceeding, and shall confine remarks to the question under discussion, avoiding personalities and abusive language.

          (RNP) Rule 4-9.3  "If a board member or other person in speaking, or otherwise, shall violate these rules, the presiding officer or any board member may raise a question of order.  The presiding officer shall than decide the question of order without debate.”

(RNP) Rule 4-7.4  Adjournment.  "A meeting may be adjourned at any time by an affirmative vote of at least a majority of the entire membership to which the board is entitled.  Every adjournment shall be deemed to be the next regular meeting of the board unless otherwise specified in the motion."

 

III.  PROCEDURES FOR INITIAL CONVENING OF 2007 - 2009 BOARD. RNP 4-4.1 (b-d)

A.       ELECTION OF BOARD OFFICERS FOR A ONE-YEAR TERM 2007 – 2008

1.   Chair - Duties of chair can be found in Rule 5   4-5.2 a.

2.  Vice - Chair (one or more) - Duties of vice chair(s) can be found in Rule 5   4-5.2 b.

              3.  Secretary - Duties of secretary can be found in Rule 5  4-5.2 c.

              4. Treasurer - There is no treasurer in the RNP; this office falls under 4-5.1 "...and any other

officers the board feels necessary to conduct board business."

 

IV.  DETERMINATION OF PRE-ESTABLISHED DAY OF MONTH, TIME AND PLACE TO HOLD

      REGULAR BOARD MEETINGS

(RNP) 4-7.1 - "A regular meeting of the board on a pre-established day of the month shall be held in at least   ten (10) months of a twelve (12) month annual cycle... At no time shall 

      two (2) consecutive months elapse between regular meetings".

      A.   First Thursday of the month, 7:00 p.m. at Lunalilo Elementary School

V.  PUBLIC SAFETY & COMMUNITY LIAISON (35 MINUTES).

Questions in private or in writing to these officials, before or after they speak would be greatly appreciated to save time.

VIII.  PRESENTATION.  (15 minutes).  None this month.  In July UH-Manoa will present their Long Range Development plan.  In August the Department of Transportation Services will make a presentation on pedestrian safety.

1. Ala Wai Canal - For update on Bypass go to www.beachwalkbypass.com

            2.  Hausten Ditch - No action due to cost.

  3.  Makiki Stream - Next clean ups are: August 11th and October 20th at 8:00 a.m.  Please park at Washington Middle School and meet at Jack in the Box.

            4.   Manoa Stream – No report at time of press.

            5.  Palolo Stream - No clean up during rainy season.
