    A.  KS/BE reacquiring leases in Moiliili and neighbor's concerns.

 

    B.  Neighborhood Commission meeting on Aug. 28th at Honolulu Hale.  Reinstituted its Budet and Training committees; established an Audit PIG; and is continuing to review the Revised Neighborhood Plan.  See Announcements for meeting dates.

 

    C.  Charter Commission.  Final draft of proposals is being finished.  Outreach Committee has asked for the Urban Honolulu public meeting to be held at Washington Middle School either October 17th or 19th.  Board options.

 

    D.  Rules for Board Members running for public office.   J. Manke letter of July 26th.

 

    E.  Beachwalk Wastewater Emergency ByPass.

Up to seven Board Members and members of the public to review the Audit and offers suggestions on the comments made by the Auditor.  To report back to this Board by December 2006.  This will be a Public Interest Group meeting.  Those interested, let

Chair Lockwood know.

 

   B.   *Legislation Ideas.    Ron  Lockwood

Suggestions for City & County and State legislation for next session needs to be passed by this N.B. no later than the Novemebr '06 meeting to send to our elected officials.  All committees, Board Mmbers and members of the public, please plan your work accordingly.  All suggestions will be considered.

 

   C.   *High Rise Safety.  Resolution by Al Furuto.

To retrofit sprinkler systems into all high rise buildings.

 

   D.   *Liability of Neighborhood Board. 

At the August N.B. meeting, a question was asked about Board liability in the Makiki Stream clean up, " because he was present as a Board member and helped in the process."  This Board member was not authorized by the McCully - Moiliili Neighborhood Board to act upon it's behalf.  Further in speaking with the head of Facilities Maintenance, the Board member's help was not asked for, or needed.   Finally, according to the Revised Neighborhood Plan, Section 4-5.2 "It shall be the duty of the chairperson to serve as spokesperson and representative of the Board".  Therefore, if any liability rises from the damage to the wall at this site, it is the personal responsibillity of the individual Board member.

   June and August minutes will be discussed.  Written corrections are encouraged to expedite time.  Two sets per month until we catch up.

        Public Interactive Group meeting was held on August 31st.  Next meeting is

       Flags have been ordered for neighborhood schools by VFW Post 1540 and will

       be distributed the week of November 6 - 10 just before Veteran's Day. Next

       meeting is to be determined.

UPDATE - Capitol Improvement Project 2006 - 2011

 

History.  On 31 May, 2006 an email was sent to Councilmember Kobayashi by the McCully - Moiliili Chair regarding the status of 40 projects and certain bills and resolutions that applied to our neighborhood.  A copy of this email was copied to each Board Member at that time.

   Councilmember Kobayashi has since contacted the various City Departments to receive the updates listed below.  Board Members have also asked for updates.  This update is as of August 5, 2006:

RESOLUTION

 

 

      In Support of Retrofitting Existing Residential High Rise

            Buildings with Automatic Fire Sprinkler Systems

 

 

WHEREAS, the safety and lives of our community should not be compromised; and

 

WHEREAS, appropriate action should be taken now to take advantage of the relatively low interest rates compared to 10 years ago to install these systems now; and

 

WHEREAS, City departments can come up with retroactive actions that could later subsidize or tax credit those who make their units safe; and

 

WHEREAS, the fire department believes retrofitting existing residential high rise buildings with automatic fire sprinklers would reduce the risk to building occupants and property; and

 

WHEREAS, the safety of our firefighters should also be our concern; now

 

THEREFORE, BE IT RESOLVED, that the McCully - Moiliili Neighborhood Board No. 8 support's the idea of retrofitting existing residential high rise buildings with automatic fire sprinkler systems.

RESOLUTION

BUS STOP LOCATIONS

 

 

WHEREAS,  The Bus provides alternate transportation covering 93 routes on O'ahu with ridership of over 240,000 people of various ages and walks of life; and

 

WHEREAS, bus stops have been removed with notice of their removal only in place for one month leaving Neighborhood Board's no time to collect comments and complaints; and

 

WHEREAS, these notices were written only in English and placed at a height where physically challenged riders were unable to read the notice; and

 

WHEREAS, the placement of these notices in no way addreessed riders that have English as a second language; and

 

WHEREAS, the maps, as published in the daily papers on June 16th, to notify riders of discontinued stops do not match the actual stops that were discontinued; now therefore

 

BE IT RESOLVED, that the McCully - Moiliili Neighborhood Board No. 8 requests that the City & County Department of Transportation Services meet with representatives of our Transportation Committee and Councilmember Kobayashi, or her staff, within the next 45 days to review the new and discontinued stops in the McCully - Moiliili area, and

 

BE IT FURTHER RESOLVED, that the McCully - Moiliili Neighborhood Board will bring to this meeting the suggestions and comments of its neighbors as to which stops should be kept, discontinued or relocated; and

 

BE IT FINALLY RESOLVED, that copies of this Resolution be sent to the City & County, Department of Transportation Services; Councilmember Kobayashi; the managing Director and to the Mayor.

RESOLUTION

 

                                     THE LOCK UP STORAGE CENTER

 

 

WHEREAS, BRD Development has proposed to construct a 190 feet by 85 feet, 9 storey self-storage building fronting Kapiolani Boulevard between McCully and Pumehana Streets; and

 

WHEREAS, the McCully - Moiliili neighborhood Board discussed the development during its April 6, 2006 meeting and listened to community's concern over the project; and

 

WHEREAS, the community's concerns included pile driving during construction causing cracks to the Ala Wai Manor buildings and its pool; trade winds being blocked for floors 2 - 8 of the Ala Wai Manor building; sunlight and view plane denied to floors 2 - 8 of the Ala Wai Manor building; asthetics of the new building; traffic ingress and egress to the facility; hours of operation; and noise caused by rooftop air-conditioning units; and

 

WHEREAS, the Ala Wai Manor's Board of Directors expressed their conserns as the facility being out of character in the primarily residential neighborhood; the facility being "light industrial" in nature in a residential area, the facility could give rise to undesirable activities in its vacinity, the traffic activities at the facility blocking access to the Ala Wai Manor, the facility blocking trade wind, sunlight, and view plane for the Ala Wai Manor; and

 

WHEREAS, the McCully - Moiliili Neighborhood Board transmitted these concerns to Mr. Robert Soudan of BRB Development in a letter dated May 4, 2006; and

 

WHEREAS, Mr. Robert Soudan heard these concerns of the Ala Wai Manor residents and the community during the McCully - Moiliili neighborhood Board's Planning & Zoning Committee meeting on June 2, 2006; so, therefore,

 

BE IT RESOLVED, that the McCully - Moiliil Neighborhood Board No. 8 strongly urges the developer of the storage facility BRB Development to give due consideration to the concerns of the community and the residents of Ala Wai Manor in planning, designing, and construction of the storage facility; and

 

BE IT FURTHER RESOLVED, that BRB Development will give due consideration to the overall architecture of the building to reflect Hawaiian sense of place and particularly the Kapiolani facade of the building by providing ample pedestrian interaction opportunity and not constructing blank walls that provide tableau for graffiti; and

 

BE IT FINALLY RESOLVED, that copies of this Resolution be provided to the elected officials representing the McCully - Moiliili neighborhood and to the Board of Directors of the Ala Wai Manor.
