McCully - Moiliili Neighborhood Board # 8 Regular Meeting Agenda Thursday, November 2, 2006 7:00 p.m. - 9:30 p.m.
A quorum (9 members) must be present by 7:10 p.m. or the meeting is cancelled (OIP September 2006)
Please turn off/silence pagers and telephones.
You must be recognized by the Chair before speaking. Only two turns per person to speak (including Board members) of one minute each.
I. CALL TO ORDER at 7:00 p.m.
II. PUBLIC SAFETY & COMMUNITY LIAISON (35 MINUTES)
Questions in private or in writing to these officials, before or after they speak would be greatly appreciated.

V. HOUSEKEEPING. (5 minutes) For information and action, if necessary.
A. Neighborhood Commission Report. 1. Meeting of October 23rd discussed turning over Revised Neighborhood Plan to Corporation Counsel in November for legal review. Public review/discussion scheduled to begin January, 2007 2. Training Committee has asked every Board Member to fill out survey & return at this time. Audience survey is forthcoming. 3. NB No. 8 Boundary Public Meeting scheduled for ____________________
B. Stream Status. 1. 2. Hausten Ditch – No action due to cost. 3. Makiki Stream - Clean up held Oct. 21 had no stream work due to flash flood warnings. Community clean up & painting over graffiti. Next clean ups scheduled for February 10, April 14, August 11 and October 20 4. Manoa Stream - Silt and vegetation removed by Kaimuki High. Planting and clean up to be held Thursday, November 30th 5. Palolo Stream - Rainy season, no clean up scheduled.
C. Banners Report - S. Kyi - Yim Request sent to Neighborhood Commission Office to issue purchase order for 3 banners.
D. Recess - December 7th meeting is in recess, per Board action in October.
E. Maps of KS/BE Property in Moiliili - Will be distributed tonight to Board Members for their use at Board meetings. F. S. Kooczan asked about when Clean Water Branch and DLNR grants would take effect. Deadline to apply was October 31, with grants to be awarded in July 2007 upon federal and state funding.
VI. RESIDENTS’ CONCERNS (10 minutes) One item per resident (1 minute) until everyone has spoken. Two turns maximum. Questions for Public Safety & Community Liaison should have been addressed in Section II above.

A. * Resolution on Blackout of Campus.
B. Discover Moiliili Report - Public Safety Committee co-chairs E. Akau and M. Gans. Written report with recommendations for future involvement. C. * OMPO Report. J. Gollner (attending as guest representing N.B. #8). Written Report. D. * Legislative Ideas & CIP Projects - R. Lockwood Concepts/ ideas include: helmet laws, public access to all waterways for cleaning and maintenance, ADA curbs and street repair for Bingham Tract, street repairs for Mahiai, pet shelters, accessible / special needs shelters, HPD Park Unit/ District, 311non-emergency service, continue funding for affordable housing, standardization of cross walk timers, etc.
E. * Please see October Minutes (attached) for full language of amendments. Question 1 - City Council term limits Question 2 - Alternative A or B to go along with Question 1 Question 3 - One % of property tax used for land conservation & affordable housing We passed a Resolution in support in January 2006 on this issue. Question 4 - Should Environmental Services do curbside recycling? Question 5 - Should Ethics Commission have the authority to impose fines? Question 6 - Races with only 2 candidates, only in the General Election? Question 7 - Eliminate City Council's power to reject Salary Commission recommendations?
Question 8 - Require DTS to manage bikeways as a priority in Resolution in support by Kevin Killeen Question 9 - Remove Civil Service provisions from Liquor Administrator and Deputy Administrator and have them appointed by Liquor Commission? Question 10 - Ammend Charter to include additional services now provided by Chief. Question 11 - Should Capital budget appropriation lapse 12 months after the fiscal year or remain at 6 months? Question 12 - Housekeeping to clarify language in line with Court decisions, etc.
F. * Termite Damaged Telephone Poles. A. Furuto to provide locations so information can be forwarded to the proper authority to take action. VIII. NEW BUSINESS. * indicates for action (5 minutes/topic)
A. Earthquake on Sunday, October 15th and Civil Defense - R. Lockwood People trapped in elevators, trapped in their homes and unable (physically) to walk down numerous flights of stairs; cell towers inoperable; and other situations. Why were neighborhood Civil Defense workers without water or food in the performance of their duties?
B. Polling Place Workers - R. Lockwood for Judy Gold. Volunteers are needed in Manoa, Makiki and McCully to work at the polls. Qualifications are: 16 years of age or older; lift 25 - 35 pounds; ability to read and write English; attend a Training Session and pass certification exam. Non-Profit groups ie. church groups, PTA, Project Grad, JROTC, are welcome. Call 453 - 8683 for details and to sign up. Training sessions are October 26th , 30th and November 1st.
