REGULAR MEETING MINUTES

MONDAY, MAY 12, 2008

NATIONAL GUARD TRAINING AUDITORIUM

 

CALL TO ORDER: Chair Ho called the meeting to order at 7:30 p.m. with a quorum of eight (8) members present. Note, this thirteen (13) member Board requires seven (7) votes to adopt a motion.

 

MEMBERS PRESENT: Wilson Kekoa Ho, Fred Humphrey, Phillip Ellsworth, Andrew Jamila Jr., Solomon Spencer, David Bettencourt, Matthew Chun, Cynthia Wahinekapu.

 

MEMBERS ABSENT: Michael Buck, Beverly Addington, Nani Akeo, Peter Albinio.

WELCOME AND PULE: Chair Ho welcomed everyone to the meeting and noted the Board meetings begin with an open prayer; if prayer might offend anyone now would be the time to leave. Mr. Odin offered the pule.

 

FILLING OF VACANCY: Chair Ho opened the floor to nominations to fill one vacancy in sub-district four. Hearing no nominations the position was not filled.

 

PUBLIC INPUT PART ONE:

 

HONOLULU FIRE DEPARTMENT (HFD): Captain Paul Kahele reported the following information

 

  • Statistics for the month of April 2008 include; 50 alarms, 1 structure fire, 1 wild fire, 2 rubbish fires, 10 unauthorized burns, 26 medical emergencies, 2 search and rescues, and 2 miscellaneous calls.
  • Fire Safety Tip: Woodland fires increase during the summer months due to dry temperatures around the State. Please keeps a 30 foot clearing between building structures and brush.

 

HONOLULU POLICE DEPARTMENT (HPD): Lieutenant Dave Eber reported the following information

 

  • Statistics for the month of April 2008 include; 2 aggravated assaults, 3 simple assaults, 3 auto theft recoveries, 5 burglaries, 3 driving under the influences (DUI), 3 fraud cases, 3 harassments, 1 indecent exposure, 1ID theft, 1 missing person, 1 missing person cancellation, 3 motor thefts, 23 motor vehicle accidents (MVA), 9 property damages, 3 runaways, 1 runaway cancellation, 2 sex assaults, 14 thefts, 5 threatening, 2 trespasses, 11 unauthorized entrance to a motor vehicle (UEMV), 3 warranted arrests.

 

Questions, comments and concerns followed:

 

  • Chair Ho raised concern regarding several loose dogs on the beach; HPD was called but did not respond. Lt. Eber replied an officer should have responded and if not call HPD and report the emergency again.
  • Jamila suggested officers patrol Makakalo Street between 8:00 a.m.-10:00 a.m. as 10-12 vehicles illegally park and block traffic. Lt. Eber noted the location.
  • Ellsworth inquired if HPD should be called when vehicles are improperly parked on the street. Lt. Eber replied HPD can be called, and citations will be issued if the vehicle is wrongly parked.
  • Bettencourt raised concern regarding all-terrain vehicles (ATV’s), mopeds, and scooter use on Hihimanu Street. HPD has been called to patrol the area with no avail.

 

MAYOR’S REPRESENTATIVE: Cyndy Aylett reported the following information;

 

  • Regarding Kaiona Beach Park’s later closing time; the park is closed at 8:00 p.m. due to vandalism and alcohol drinking in the park; early closure has proven to be an effective deterrent to vandalism. The Waimanalo Beach Park campground is just a quarter of a mile away and is open all night.
  • The signs at Waimanalo Beach Park campsites were corrected to correspond to the existing map were in distribution at the Park Permit Office and Satellite City Halls. The Department of Parks and Recreation (DPR) did not produce any new or revised maps of the campsites at Waimanalo Beach Park.
  • All game fields at Waimanalo District Park and Waimanalo Beach Park were top dressed with new cinder two months ago. To conserve cinders, DPR’s ball field crew spread the cinder when it was delivered rather than leaving the pile for leagues to manage.
  • All park users are expected to abide by the posted rules and regulations. Neighbors do not have the power to kick users off the field; residents should call HPD to enforce park rules.
  • DPR has no set schedule but continues to clean out park dugouts.
  • Mayor Mufi Hannemann is inviting junior and senior students to join the Youth Ambassadors of the 5th Ahapua’a; where students will learn about sustainability in the community.

 

Questions, comments and concerns followed:

 

  • A community member questioned the summer fun program’s alleged no free lunch program. Aylett replied this is an island wide issue as all summer fun programs will not serve free lunch. Parks are seeking additional funding to provide free lunches to those children in need.

 

COUNCIL CHAIR BARBARA MARSHAL: Ikaika Anderson reported the following information;

 

  • The next 3 Talks will be held on Tuesday, May 27, 2008 at Kaneohe Community and Senior Center at 7:00 p.m. The next 3 Talks in Waimanalo is slated sometime in July.
  • Should the City budget be approved, Waimanalo Beach Park will be awarded $150,000 for planning and design. Waimanalo Beach Park’s master plan has never been completed. Once the budget is approved, the City will be looking for community volunteers to aid in their efforts.

 

Question, comments and concerns followed:

 

  • Chair Ho inquired the status of the sidewalk on Hihimanu Street. Anderson noted construction has gone to bid, and preliminary construction has begun.

 

APPROVAL OF REGULAR MEETING MINUTES OF APRIL 14, 2008: Humphrey moved and Ellsworth seconded to approve the regular meeting minutes of April 14, 2008 with the following amendments;

 

  • Page 1: Members Present: Remove “David Bettencourt” to “Members Absent.”

 

The motion to approve the regular meeting minutes of April 14, 2008 was ADOPTED UNANIMOUSLY, 8-0-0, (Aye: Ho, Humphrey, Ellsworth, Jamila, Spencer, Bettencourt, Chun, Wahinekapu.)

 

UNFINISHED BUSINESS:

 

ANNOUNCEMENTS: Several announcements were made at this time;

 

  • Shannon Wood of the Windward Homeless Coalition announced a Homeless Outreach event will be held on May 27, 2008 from 10:00 a.m.-12:00 noon, at the Waimanalo Beach Park. Homeless will be able to learn about several services with lunch to follow.
  • The Waimanalo Canoe Club will be hosting a fundraising event on May 18, 2008. Please contact Lei Hashimoto at 291-4637 for more information.
  • Gail Rombaoa, a three year cancer survivor, announced the Waimanalo Relay for Life will be held on June 13, 2008. Rombaoa invited everyone to participate and register by May 20, 2008. The first lap is dedicated to cancer survivors.

 

 

JORJI ODEN-KAILIUA PROJECT GRADUATION: Jorji Oden announced on May 3, 2008 ditch clean up was successful and thanked several local businesses for their donation of heavy equipment, Board member Akeo for her services, Captain Tamara Duke Patrick for providing volunteers and services, Kaipo Duncan of the Department

of Hawaiian Home Lands (DHHL), local residents for their paint donations, and the students that volunteered their time. The event was so successful that Project Graduation is back on track.

 

RESIDENTS’ CONCERNS: No concerns were raised.

 

PUBLIC INPUT PART TWO:

 

MILITARY REPORT: U.S. Air Force: Captain Tamara Duke Patrick thanked Jorji Oden for the recognition, and reported that troops have begun returning from deployment. Any interest to work at the Muddy Waters Coffee Shop should call 259-4112 for more information.

 

U.S. Marines Corps Base Hawaii: Major Chris Perine reported the following information;

 

  • The month of June is Military Appreciation month.
  • Beginning May 15, 2008 military units will begin training at Bellows, no amphibious training will occur, however training on land will occur during 9:00 a.m.-9:00 p.m.
  • On May 16, 2008 the military will conduct a combined military concert at the Neal Blaisdell Center.
  • Beach closures at Bellows are tentatively scheduled - June 28-30th and July 7th, 18th, 19th, 25th-28th.
  • A fence line bordering the golf course will be erected inside of the Marines property line, adjacent residents will be informed as the date gets closer.

  • Chair Ho requested contact information should residents have any questions; Major Perine replied the Public Affairs office can be reached at 257-8840.
  • Wahinekapu noted the beach closures seem to mostly be weekends; Perine noted he will follow up.

 

EDUCATION: Pope Elementary School: Ofelia Carag reported the following information;

 

  • Students, faculty and parents enjoyed a successful Hoike.
  • Pope Elementary is participating in Pennies for Patients, where money will be raised and donated to leukemia and cancer research.
  • For Healthy Choice week, students participated in a drug free parade, and will learn about exercise as well as good hygiene.
  • Important dates include; May 22nd Family Night, June 2nd Awards Assembly, June 5th Last day of school, which will also include a graduation ceremony for all 6th graders at 5:00 p.m.

 

Waimanalo Elementary and Intermediate School: Noel Richardson reported the following information;

 

  • On May 14, 2008 students and family will participate in the Real Aloud program.
  • Hoike will be held on May 22, 2008.
  • The Spring Banquet will be on May 23, 2008.
  • June 4, 2008 will be the last day of school.

 

GOVERNOR’S REPRESENTATIVE-HAWAIIAN HOMES ASSOCIATION: No report available at this time.

HAWAII JOB CORPS: Julie Dugan reported the following information;

 

  • Students rose over $1,000 for the American Cancer Society by hosting a carwash. Students will also participate in the Relay for Life.
  • Leis were donated to aide the City & County of Honolulu’s longest lei.
  • Students have been volunteering their services teaching younger students various cultural dances in time for their respected Hoike celebrations.

BOARD OF WATER SUPPLY (BWS): Diane Moses reported the following information;

 

  • No water main breaks for the month of April, and none thus far in May.
  • The BWS 30th annual poster contest has selected 12 winners including 1st-3rd place winners.
  • Detect A Leak Week is from July 3-7, 2008, residents may pick up a leak detecting dye from City Mill’s around the island and all City Halls.
  • In June water rates and costs will begin to rise; a handout of projected increases was provided.

 

BELLOWS AFS RESTORATION: Todd Lanning reported permits are currently being acquired to move forward with the landfill removal on Bellows; with a slated start date in July 2008. The next restoration board meeting will be held on Tuesday, May 28, 2008 at 6:30 p.m. in the Waimanalo Library.

 

HUI MALAMA O KE KAI: Momi Kekina reported the following information;

 

  • Students practiced several values of Hui Malama O Ke Kai in the past weeks including patience.
  • Teachers and students were able to visit Hokulea and learn what life on a canoe encompasses. Students also were taught to carve their own miniature canoe paddle by Uncle Bobby, expert canoe carver.
  • Students performed a reef walk and picked up trash on the beach.
  • Several students participated in windward Community College’s Talent Search with Julie Olivera.
