REGULAR MEETING MNUTES

MONDAY, JUNE 9, 2008

NATIONAL GUARD TRAINING AUDITORIUM

 

CALL TO ORDER: Chair Ho called the meeting to order at 7:30 p.m. with a quorum of nine (9) members present. Note, this thirteen (13) member Board requires seven (7) notes to adopt a motion.

 

MEMBERS PRESENT: Wilson Kekoa Ho, Fred Humphrey, Michael Buck, Phillip Ellsworth, Andrew Jamila Jr., Solomon Spencer, David Bettencourt, Matthew Chun, Cynthia Wahinekapu.

 

MEMBERS ABSENT: Beverly Addington, Nani Akeo, Peter Albinio.

 

GUESTS: Mabel Ann Spencer, John Gollner, Constance Oki, Julie Dugan (Job Corps), Joseph T.J. WELCOME AND PULE: Chair Ho welcomed everyone to the meeting and noted the Board meetings begin with an open prayer; if prayer might offend anyone now would be the time to leave. Mrs. Naki offered the pule. Chair Ho led a moment of silence for the victim of Sunday, June 8, 2008 stabbing in Kaneohe, Steven Wilcox.

 

ELECTION OF NEIGHBORHOOD BOARD OFFICERS: Chair Ho announced Board officers will be elected for the June 2008 through May 2009.

 

CHAIR: Chair Ho opened the floor to nominations for the Chair position. Jamila nominated Ho. Running uncontested, the motion to elect Ho as Chair was ADOPTED UNANIMOSULY, 9-0-0, (Aye: Ho, Humphrey, Buck, Ellsworth, Jamila, Spencer, Bettencourt, Chun, Wahinekapu.)

 

VICE CHAIR: Chair Ho opened the floor to nominations for Vice Chair. Jamila nominated Bettencourt. Running uncontested, the motion to elect Bettencourt as Vice Chair was ADOPTED UNANIMOUSLY, 9-0-0, (Aye: Ho, Humphrey, Buck, Ellsworth, Jamila, Spencer, Bettencourt, Chun, Wahinekapu.)

 

SECRETARY: Chair Ho opened the floor to nominations for Secretary. Jamila nominated Chun. Running uncontested, the motion to elect Chun as Secretary was ADOPTED UNANIMOUSLY, 9-0-0, (Aye: Ho, Humphrey, Buck, Ellsworth, Jamila, Spencer, Bettencourt, Chun, Wahinekapu.)

 

TREASURER: Chair Ho opened the floor to nominations for Treasurer. Jamila nominated Buck. Running uncontested, the motion to elect Buck as Treasurer was ADOPTED UNANIMOUSLY, 9-0-0, (Aye: Ho, Humphrey, Buck, Ellsworth, Jamila, Spencer, Bettencourt, Chun, Wahinekapu.)

 

NOMINATIONS FOR DISTRICT 4 BAORD MEMBER: Chair Ho opened the floor to nominations to fill one vacancy in sub-district four. Hearing no nominations the position was not filled.

 

ELECTION OF MEETING DATE AND TIME: Chair Ho noted the Board currently holds its regular meetings on the second Monday at 7:30 p.m. Ellsworth moved and Jamila seconded to keep the same date and time. The motion to hold the meetings every second Monday at 7:30 p.m. was ADOPTED, 8-1-0, (Aye: Ho, Humphrey, Buck, Ellsworth, Jamila, Spencer, Chun, Wahinekapu, No: Bettencourt.)

 

MOTION NEEDED TO CONTINUE FUNDING FOR FILMING ON OLELO: Chair Ho noted the Board has been videotaping with Makakilo.com for a long time now, and thanked Bob Farrell and Yvonne Cardenas. Jamila moved and Ellsworth seconded to continue funding for broadcasting on Olelo. The motion was ADOPTED UNANIMOUSLY, 9-0-0, (Aye: Ho, Humphrey, Buck, Ellsworth, Jamila, Spencer, Bettencourt, Chun, Wahinekapu.)

 

PUBLIC INPUT PART 1:

 

HONOLULU FIRE DEPARTMENT (HFD): Acting Captain Lindsey reported the following information;

 

  • Statistics for the month of May 2008 include; 3 wild land fires, 2 cooking fires, 1 rubbish fire, 1 vehicle fire, 26 medical emergencies, 1 search, 2 rescues, and 3 miscellaneous calls .
  • Fire Safety Tip: The risk of wild land fires increases as summer approaches. Make a 30-foot wide break by clearing vegetation and clutter around all structures. Have an emergency preparedness plan ready.

 

Questions, comments and concerns followed:

 

  • Chair Ho requested Acting Captain Lindsey introduce his fellow associates. Lindsey introduced several fire fighters of the Waimanalo Fire Station.

 

HONOLULU POLICE DEPARTMENT (HPD): Lieutenant Dave Eber reported the following;

 

  • Statistics for the month of May 2008 include; 2 aggravated assaults, 5 simple assaults, 4 auto theft recovery, 6 burglaries, 2 driving under the influence (DUI), 3 motor vehicle thefts, 3 fraud cases, 8 property damages, 16 miscellaneous service calls, 19 thefts, 1 prostitution, 2 runaway, 2 runaway cancellations, 7 threatening, 16 unauthorized entrance to a motor vehicle (UEMV), 11 warrant arrests, and 1 weapon offense.
  • Annual Comparison from January through May 2007 compared to January through May 2008; 2/1 murder/manslaughter, 12/13 rape, 30/23 robberies, 26/29 aggravated assaults, 300/308 burglaries, 791/512 thefts, 596/445 UEMV, 227/107 auto thefts, for a total of a decline of 28% of crime.
  • Approximately 15-30 minutes prior to the Neighborhood Board meeting, the murder suspect of the Sunday, June 8, 2008 stabbing of a Waimanalo resident was captured.

 

Questions, comments and concerns followed:

 

  • Jamila applauded HPD’s efforts in apprehending the murder suspect, and requested presence of an HPD officer at the local 7-11 bus stop and Hickam Federal Credit Union bank machine, as teenagers congregate and sometimes fight at these locations. Eber will look into it.
  • A community member questioned if Eber had any input regarding a Honolulu Advertiser’s news article referencing arrested officers. Eber noted he has read the article and noted if officers have been arrested in the past, HPD will release the information, however will not research each officer’s records per request.
  • Bettencourt mentioned HPD’s records are sometimes only seven days long. Eber noted at his station the records are open to the public and may be longer than two months.

 

MAYOR/NEIGHBORHOOD COMMISSION: Cyndy Aylett of the Managing Director’s office reported;

 

  • The Department of Parks and Recreation (DPR) investigated the “No Parking” signs at Makapu’u and noted several of the signs have been removed and or vandalized. A work request has been initiated to Maintenance Support Services to replace the poles and signs.
  • No special projects are being undertaken by DPR with regards to the Pahinui Kanikapila proposed on August 9, 2008.
  • The dugouts at Waimanalo Beach Park and Waimanalo District Park were inspected on May 23, 2008, and were not found dirty. The Section 1 Maintenance Supervisor will be monitoring the dugouts for a few weeks to determine the problem.

  • A community member requested three “Loading Zone” parking signs be replaced at the Waimanalo Beach Park camping site. Aylett to follow up.

 

COUNCIL CHAIR: J. Ikaika Anderson reported the following information;

 

  • The Fiscal Year 2009-2010 City Budget has been passed, and includes $150,000 for the Waimanalo Beach Park Master Plan.
  • The next “3 Talk” will be held on June 12, 2008 at Kailua, and July 24, 2008 at Waimanalo Public Library.

 

Questions, comments and concerns followed:

 

·         Jamila questioned the status of a trash truck that will service the Waimanalo parks area. Anderson replied Council Chair Marshall’s office is keeping tabs on this request, but has received no answer. Anderson will keep Jamila posted on updates.

 

APPROVAL OF REGULAR MEETING MINUTES OF MAY 12, 2008: Humphrey moved and Buck seconded to approve the regular meeting minutes of May 12, 2008 with the following corrections;

 

·         Entire Document: Delete “Patrick” from “Captain Tamara Duke Patrick.”

·         Page 1: Welcome and Pule: Replace “Mr. Odin” with “Troy Oden.”

 

The motion to approve the regular meeting minutes of May 12, 2008 with corrections was ADOPTED UNANIMOUSLY, 9-0-0, (Aye: Ho, Humphrey, Buck, Ellsworth, Jamila, Spencer, Bettencourt, Chun, Wahinekapu.)

 

UNFINISHED BUSINESS:

 

ANNOUNCEMENTS: Several announcements were made at this time;

 

  • The Department of Hawaiian Home Lands (DHHL) Commissioners will meet on June 16, 2008.
  • The ground breaking ceremony for Kumuhau will be held June 26, 2008.
  • The Waimanalo Cancer Relay for Life will be held on June 13, 2008 and conclude on June 14, 2008.
  • Summer Fun has started today; children can still be enrolled at Summer Fun locations.
  • The Dick Evans Memorial Bicycle Race will be held on August 31, 2008. Spokesperson Mike Fujita will work with Matthew Chun and report back in July.
  • Ahuana Akalo of Kupuna Housing in Waimanalo, introduced the newly formed Association Board; Akalo being Chair, the Secretary Annie Laimana, and Treasurer Gertrude Mahoney. Akalo thanked Chair Ho and Jamila for their assistance in the process.

 

RESIDENTS’ CONCERNS: No concerns were voiced at this time.

 

PUBLIC INPUT PART 2:

 

MILITARY REPORT: Major Chris Perine for the U.S. Marines Corp Base Hawaii reported the following;

 

·         This will be Major Perine’s last meeting; Perine noted his thanks towards the community and thanked the Board for their continued support.

·         Training will be held from June 17-24, 2008. This exercise has been held in the past with no complaints; however please contact Major Perine’s office should there be any concerns.

·         The Rim of the Pacific Exercise (RIMPAC) will be starting on June 20, 2008. Temporary beach closures include Bellows; June 28, 29 and July 18, 19, 27, 28, 2008.

·         Marines will participate in the annual 4th of July Kailua Parade.

·         Several officers will be turning over their positions and upgrading this summer, so please have patience as many of them will be new at their positions.

  • Chair Ho thanked Major Perine for all of his work with the community and Neighborhood Board, and wished Perine safety in all his travels. Major Perine thanked the Board and applause followed.
  • Jamila thanked Major Perine for his dedication to the Board, and for his hard work in the community. Jamila noted to Semper Fi and applause followed.
  • Several community members thanked Major Perine for his continued service for the community.

 

EDUCATION: Blanche Pope Elementary School: Ofelia Carag reported the following;

 

  • 6th grade students were promoted on June 5, 2008.
  • There will be many new faces for the 2008-2009 Student Council beginning at the start of school.
  • Three students accomplished reading over 20 books this school year, with the entire school accomplishing over 1,000 books altogether.
  • Four students of the 4th and 5th grades accomplished perfect attendance this year.
  • July 30, 2008 is the first day back for 1st through 6th grade, and August 1, 2008 for kindergarten.

 

Waimanalo Elementary School: Susan Hummel reported the following;

 

  • The 8th grad class has now moved onto the next grade, Hummel thanked Representative Waters for his key note speech at the celebration.
  • Re-roofing for the cafeteria has been postponed.
  • The start dates for Waimanalo Elementary coincide with Blanche Pope Elementary.

 

GOVERNOR’S REPRESENTATIVE: Chair Ho announced if anyone is interested in a particular piece of legislation, and/or does not favor a particular piece of legislation, please contact the Governor’s office.

 

SENATOR FRED HEMMINGS: No report was available at this time.

 

REPRESENTATIVE TOMMY WATERS: Representative Tommy Waters reported the following information;

 

  • Waters thanked the community and Board for their continued support and assistance in all that he has done. Waters will not be running for re-election this year.
  • Waters reiterated Chair Ho’s earlier comment regarding informing the Governor’s office of any legislation that interests the community.
  • Last year the State Budget allocated $61,000 for Hui Malama I Ke Kai, an affiliate to Hui Malama O Ke Kai. The money has not been released and will not be released after June 30, 2008.
  • The State Budget also allocated $125,000 for a dental facility at the Health Center.
  • Waters will continue to serve as State Representative until November, so should there be any concerns please feel free to contact his office.

·         Chair Ho along with Jamila and several community members thanked Representative Waters for all the work he has done for the community, applause followed.

 

HAWAII JOB CORPS: Julie Dugan announced eight students have obtained their diploma and four students have obtained their General Educational Development (GED) certificate. Students will observe a short summer break from June 26, 2008 through July 11, 2008. Students will also be participating in the Waimanalo Relay for life and have raised $1,000 for the cause.

 

WAIMANALO HOMESTEAD: No report was available at this time.

 

WAIMANALO HEALTH CENTER: No report was available at this time.

 

BOARD OF WATER SUPPLY (BWS): Diane Moses of the BWS reported no water main breaks in the month of May, and noted starting July 1, 2008 water bills will see a slight increase; for more information or a heads up in the prices, please visit www.boardofwatersupply.com.  

 

BELLOWS AFS RESORATION: No report was available at this time.

 

HUI MALAMA O KE KAI: No report was available at this time.
