REGULAR MEETING MINUTES

MONDAY, JULY 14, 2008

NATIONAL GUARD TRAINING AUDITORIUM

 

CALL TO ORDER: Chair Ho called the meeting to order at 7:35 p.m. with a quorum of ten (10) members present. Note, this thirteen (13) member Board requires seven (7) votes to adopt a motion.

 

MEMBERS PRESENT: Wilson Kekoa Ho, Fred Humphrey, Michael Buck, Phillip Ellsworth, Andrew Jamila, Solomon Spencer, David Bettencourt, Beverly Addington, Nani Akeo, Mathew Chun.

 

MEMBERS ABSENT:  Peter Albinio and Cynthia Wahinekapu.

 

VACANCY: There was one vacancy in sub-district four.

WELCOME AND PULE: Chair Ho welcomed everyone to the meeting and noted the Board meetings begin with an open prayer; if prayer might offend anyone now is the time to leave. Ms. Ahuena Lakolo offered the pule.

 

ACCEPT NOMINATIONS FOR DISTRICT 4 BOARD MEMBER: Chair Ho opened the floor to nominations to fill one vacancy in sub-district four. Hearing no nominations the position was not filed.

 

PUBLIC INPUT PART 1:

 

HONOLULU FIRE DEPARTMENT (HFD): Captain Kahele reported the following information;

 

  • Statistics for the month of June 2008 include; 55 alarms, 38 medical emergencies, 2 search and rescues, 2 structure fires, 3 wild fires, and no major incidents.
  • Fire Safety Tip: Please make sure your home is child safe including electrical outlets; please child proof waterways to prevent children drowning.

 

HONOLULU POLICE DEPARTMENT (HPD): Lieutenant John Cheung introduced Sergeant Jon Grems, Officer Brandon Nakasone, Officer Romy Baysa, and Officer Gay Minton and reported the following information;

 

  • Statistics for the month of June 2008 include; 1 driving under the influence (DUI), 15 motor vehicle accidents, 17 thefts, 6 unauthorized entrance to a motor vehicle (UEMV), and a total of 541 calls.
  • Compared to the same time last year the overall crime rate has decreased by 30%.

 

MAYOR/NEIGHBORHOOD COMMISSION: Cindy Aylett reported the following;

 

  • The revised projected completion date of the projects funded by the $30,000 is set for the end of October. The women’s restroom renovations will commence after the summer fun program ceases, and is also set for completion in October.
  • Regarding the Waimanalo Beach Park loading zone stalls; the Department of Parks and Recreation agrees the stalls should be designated as loading zones and will be replacing the missing signs as soon as they are available.
  • The Mayor along with volunteers will be holding his 3rd Annual Cabinet Clean Up on August 2, 2008 at Waimanalo Beach Park.

 

Questions, comments and concerns followed:

 

  • Addington requested an update regarding the promised bus shelter on Nikini Street; Aylett to follow up.
  • A community member requested clarification regarding the loading zone stalls, and if the three parking stalls fronting the loading zone would be retained; Aylett to follow up.

 

COUNCIL CHAIR BARABARA MARSHALL: Ikaikai Anderson apologized as the Council Chair was unable to attend tonight’s meeting, and noted the next 3 Talks event is scheduled for Thursday, July 24, 2008 at the Waimanalo Library.

 

APPROVAL OF REGULAR MEETING MINUTES OF JUNE 9, 2008: Addington moved and Ellsworth seconded to approve the regular meeting minutes of June 9, 2008. The motion was ADOPTED UNANIMOUSLY, 10-0-0, (Aye: Ho, Humphrey, Buck, Ellsworth, Jamila, Spencer, Bettencourt, Addington, Akeo, Chun.)

2008 EVANS MEMORIAL BIKE RACE: No report available at this time.

 

UPDATE FOR KUMUHAU HAWAIIAN HOMES PROJECT: Micah Kane, along with Daryl Yadovich, Ernie Kota, George Ata and Kim Evans provided a PowerPoint for the Draft Waimanalo Regional Plan and Kumuhau Hawaiian Homes Project. The PowerPoint highlighted several key areas such as; Department of Hawaiian Home Land (DHHL) Maps, DHHL partnering benefits, priority projects, regional services, and public facilities, project tracking, drainage, and road and transit. ANNOUNCEMENTS: Several announcements were made at this time;

 

  • Cyril Pahinui announced the “Gabby Pahinui Waimanalo Kanikapila” on August 9, 2008; a free event at the Waimanalo Beach Park. Several performers will be present along with active food and craft booths. For more information or purchasing of fundraisers please e-mail Pahinui at cyril@cyrilpahinui.com .
  • A community member announced she is working to keep the Route 77 bus shuttle to Kaneohe on weekends, for those who are interested please contact the City & County of Honolulu.
  • Renee Silberstein announced volunteers are welcome to join the Mayor and his cabinet at the 3rd Annual Cabinet Clean Up on August 2, 2008, at Waimanalo Beach Park.
  • A community member announced he is trying to form a semi-pro football team, they are currently in the planning stages, and are looking for interested community members.

 

CANCER RELAY FOR LIFE THANK YOU: Celeste Parker thanked the Board and community for their support of the Relay for Life of Waimanalo, which was held on June 13th, and 14, 2008. Parker noted the relay featured 114 cancer survivors and raised nearly $21,000. Parker will no longer Chair the event.

 

NA WAHINE COUNCIL: No report available at this time.

 

RESIDENTS’ CONCERNS: Mable Spencer thanked the Legislature for their continued support for the Waimanalo Health center this past session; the Center is now awaiting release of the funds by Governor Linda Lingle.

 

PUBLIC INPUT PART 2:

 

MILITARY REPORT: U.S. Marines Corp Base Hawaii: Lieutenant Strickland introduced Major Crouch who will be taking Major Chris Perine’s position. Major Crouch reported the following information;

 

  • Rim of the Pacific Exercises (RIMPAC) 2008 is upon the Marines, an estimated 10 nations, 35 ships, 150 aircrafts and 20,000 personnel; are participating from June 10-July 29, 2008.
  • RIMPAC 2008 beach closures include; Bellows: July 18th, 19th, 27th and 28th, Pyramid Rock: July 14th-18th and 25th-27th, Fort Hase: July 10th, 11th, and 28th, Hale Koa: July 25th-27th, and Fuel Pier: July 7th-11th.
  • The 2nd Battalion, 3rd Marine Regiment returns from a combat deployment in Iraq in August, and the 1st Battalion, 3rd Marine Regiment leaves for a combat deployment in Iraq in August.

 

U.S. Air Force: Captain Tamara Duke announced that the Air Force is looking to hire a Commercial Driver’s License (CDL) drivers; if you are interested please visit www.nafjobs.com.

 

EDUCATION: Ofelia Carag of Blanche Pope Elementary thanked residents for their school supply donations and noted several important dates as follows;

 

  • School uniforms pick ups will be held on July 21st-25th, 2008, if you purchase uniforms after August 29, 2008 the price will be higher than the original.
  • Please register your children as soon as possible, today was the last day of the ‘keiki steps’ program.
  • July 29, 2008 from 8:00-11:00 a.m. is kindergarten orientation.
  • July 30, 2008 is the first day back for all students from kindergarten through 6th grade.

 

GOVERNOR’S REPRESENTATIVE: Micah Kane stood on his earlier presentation.

HAWAII JOB CORPS: Julie Dugan reported students will be concluding their summer vacation soon and return on the July 16, 2008, students have also helped Blanche Pope Elementary with rearranging furniture.

 

WAIMANALO HOMESTEAD: Paul Richard reported the Waimanalo Hawaiian Homestead Association (WHHA) continues to meet every second Tuesday of each month; residents are welcomed to join in on presentations. WHHA just recognized several graduating students within the district.

 

WAIMANALO HEALTH CENTER: No report available at this time.

 

BOARD OF WATER SUPPLY (BWS): A written report was made available.

 

BELLOWS AFS RESTORATION: Todd Lanning provided a brief report of the landfill cleanup. The contract has been awarded to CH2Hill. No harmful chemicals have been found in the landfills, and clean up should be completed by December 2008.

 

Questions, comments and concerns followed:

 

  • A community member inquired if an outside trucking company has been awarded the contract; Lanning noted he does not know of any trucking company being awarded the contract.
  • A community member questioned if they are looking for a trucking company; Lanning noted yes.
  • Chair Ho noted that should the Air Force need heavy machinery, there are many Waimanalo based companies that are willing to work.

HOPE CHAPEL: Pastor Welch thanked the Board and community for the support and aloha for the Kahilihiwa and Padilla family. The church and family will be holding services in the near future. Pastor Welch also noted Hope Chapel continues to offer its sound system and man power to whomever requires it.

  • Jamila inquired if a truck convoy could be part of Steven Padilla’s funeral ceremony; Pastor Welch noted to contact Gwen Kahilihiwa.

WAIMANALO WASTEWATER TREATMENT PLANT: Mabel Spencer announced her organization will be taking on another project, and is very satisfied with the work that has been done to the Wastewater Treatment plant.

 

WAIMANALO KUPUNA ASSOCIATION: Ahuena Lakalo reported the Kupuna Association continues to help and outreach the surrounding communities, volunteers range from 55-92 years of age.

 

NEW BUSINESS: No new business was mentioned at this time.
