The Neighborhood Board:  Excerpts from the Revised Charter of the City & County of Honolulu 1973 (1994 Edition/Supplement) ARTICLE XIV Neighborhoods & Neighborhood Boards: Section 14-101. Neighborhoods & Neighborhood Boards – Neighborhoods & Neighborhood Boards to increase & assure effective citizen participation in the decisions of government shall be established in accordance with a neighborhood plan (Resolution 84-231)

IV.                CHAIR ANNOUNCEMENT

A.         Call for the Question:  at the September 6 meeting the parliamentary procedure “to call for the         question” was used to end debate on several motions.  The chair made a procedural error in   handling this process.  After conferring with the NCO parliamentarian, it has been determined that         the board has committed a one time breach.  The proper process is as follows:  a call for question         is a motion and the maker of the motion must be recognized by the Chair before “calling for the            question” (i.e. a member cannot just yell “call for the question”).  A second is required.  A vote is         then taken.  10 votes are needed to pass the motion.  If passed, debate ends, and a vote taken on         the main motion.  If the motion fails, debate continues. The board will now follow this process in all   meetings.

A.         EXECUTIVE COMMITTEE - Kathy Bryant-Hunter

            Re-discuss and decision-making on September 6 Transportation Committee Motion #1:        “The Kailua Neighborhood Board supports the Akiohala Street alternative as the second             access to Kailua High School provided a parking lot is constructed, and a left turn phase is            added to the traffic light at the corner of Keolu Drive and Keolu Drive.”

 

            A parliamentary error occurred during discussion of this motion.  A board member raised a point of   order and should have been allowed to complete their comments prior to taking up the “call for the      question”. The motion failed. The information could have impacted a board member’s vote, so    allowing the board member comments takes precedent over the call for the question, therefore the        board will re-discuss the motion.  Also, a call for the question requires a second and must be voted       on to end debate.

 

      Motion 1:  The KNB strongly rejects the Draft Neighborhood Plan, prepared by Corporation        Council and distributed to the Boards on September 17, 2007 for the following reasons:

      -  the draft is not user friendly;

      -  the draft does not include comparative methods (what’s new, amended, deleted, etc.) from the existing Neighborhood Plan (1997);

      -  the draft was prepared by Corporation Council and does not reflect the amendments developed by Neighborhood Commission Permitted Interaction Group or the neighborhood board members over the last several years;

      -  the draft failed to include Corporation Council’s Opinion letter dated Aug. 15, 2007 which articulates the changes suggested by the Corporation Council,

      -  the draft was approved by the Commission without public comment (Neighborhood Commission minutes dated August 27,2007);

      Therefore, the KNB strongly recommends that the Neighborhood Plan Revised Draft,           submitted to the Commission in November 2006, be the draft distributed for public hearing,           review, and comment.  

      The motion should be sent to the Commission and all board members.

 

      B.         GOVERNMENT & COMMUNITY SERVICES COMMITTEE – Jon Chinen, Chair

 

      Motion 1: The Kailua Neighborhood Board supports the November 2006 draft of the                                      Neighborhood Plan submitted by the Neighborhood Commission Permitted Interaction                    Group with only non-substantive corrections and amendments reached in prior agreement                   wit the Neighborhood Commission and Corporation Council.

 

      Motion 2: The Government and Community Services Committee recommends, pursuant to the                    Neighborhood Plan Amendments, that the Kailua Neighborhood Board convenes a                                     Committee of the Whole early 2008 to be consistent with the proposed substantive changes. 

 

            C.         SUSTAINABILITY COMMITTEE, Chris Porter, Chair

 

      Motion 1: The Kailua Neighborhood Board requests that the Department of Planning and                            Permitting (“DPP”) advise the Kailua Neighborhood Board of future permits requesting to                           gate any beach access prior to DPP’s approval of any such permits. 

 

      Motion 2: The Kailua Neighborhood Board requests the City and County of Honolulu to survey               the Kailua public beach right of ways in order to permanently establish access and safety                                 for the public. 

 

            D.         PARKS AND RECREATION COMMITTEE – Linda Ure, Kalana Best, Co-Chairs

 

      Motion 1: The Kailua Neighborhood Board requests the Department of Parks and Recreation to                   provide access to park user permits on a public website.

 

      Motion 2: The Kailua Neighborhood Board requests the Department of Parks and Recreation to                   extend the permit pre-application for park users to 45 days.

 

      Motion 3: The Kailua Neighborhood Board requests the City and State Film Offices to provide                     public notice to impacted areas and access to filming permits on a public website.

 

      Motion 4: The Kailua Neighborhood Board strongly urges the Department of Parks and                    Recreation to amend permitting user rules for groups of 50 to groups of 25 in an effort to                             address increases in park use by groups in an effort to defray park maintenance costs and              excess carrying capacity degradation.
