Motion 1: The Kailua Neighborhood Board requests the Department of Parks and Recreation to provide access to park user permits on a public website.
Motion 2: The Kailua Neighborhood Board requests the Department of Parks and Recreation to extend the permit pre-application for park users to 45 days.
Motion 3: The Kailua Neighborhood Board requests the City and State Film Offices to provide public notice to impacted areas and access to filming permits on a public website.
Motion 4: The Kailua Neighborhood Board strongly urges the Department of Parks and Recreation to amend permitting user rules for groups of 50 to groups of 25 in an effort to address increases in park use by groups in an effort to defray park maintenance costs and excess carrying capacity degradation.

A. GOVERNMENT & COMMUNITY SERVICES COMMITTEE – Jon Chinen, Chair
Motion 1: The Kailua Neighborhood Board shall draft a letter requesting the introduction of legislative measures providing for funding of civil defense shelters. (Identification of Kailua schools has been provided by DOE. Request letter shall be directed to Senators Tokuda and Hemmings; Representatives Waters, Chong, and Thielen.)
B. SUSTAINABILITY & ENVIRONMENT COMMITTEE, Chris Porter, Chair
Motion 1: The Kailua Neighborhood Board No 31 requests that Councilmember Marshall’s office initiate a tax assessment review of all Kailua private lanes and beach rights of way that prohibit public access.
Motion 2: The Kailua Neighborhood Board requests that the State Department of Land and Natural Resources, the Attorney General along with other state agencies as appropriate verify whether, or not, the County of Honolulu is in compliance with public access to the beaches and other recreational activities, and to provide the KNB with that information as required by Section 198D-3, Hawaii Revised Statutes, including access to all beaches, shorelines and inland recreational areas in Ko’olaupoko.
Motion 3: The Kailua Neighborhood Board No 31 requests the Department of Planning and Permitting to verify that Building Permit No. 610328 for a “six foot wooden fence and gate” is inspected and found in compliance and, if not, cause said permitted work to become compliant. (Photo shall be included in the required transmittal letter.)
C. PLANNING AND ZONING COMMITTEE – Donna Wong, Chair
Motion 1: The Kailua Neighborhood Board opposes the Wilson Homecare facility Pre- application which was presented to the Board at its last Regular Meeting, October 4, 2007.
Motion 2: The Kailua Neighborhood Board supports the intent of City Council Resolution 05- 186, CD1, and the information presented orally by the Department of Planning and Permitting and the Kailua Neighborhood Board also calls for inclusion of additional tools for enforcement of existing rules and regulations relating to Bed & Breakfast and Temporary Visitor Units’ activities.
Motion 3: The Kailua Neighborhood Board opposes City Council Resolution 05-187, CD1, and the information presented orally by the Department of Planning and Permitting because its intent is to permit Bed & Breakfast and other similar visitor activities in Kailua.
D. Transportation and Public Works – Charles Prentiss, Chair
Motion 1: The KNB requests that crosswalks and 3-way stop signs be provided at the four intersections on Kainui Drive between Kalaheo Avenue and Oneawa Street. Speed tables and other traffic calming measures are also recommended where feasible on Kainui Drive.
Motion 2: The KNB supports the Akiohala Street alternative as the second access to Kailua High School provided that:
a. A parking lot is constructed;
b. A left turn phase is added to the traffic light at Keolu Drive and Keolu Drive;
c. The high school access gate is closed at 4:45 PM except during special events;
d. Traffic calming measures are provided on Akiohala Street, and
e. Vehicle and pedestrian control is provided at the Akiohala and Keolu Drive intersection.
Motion 3: The KNB requests that the City and County of Honolulu continue the existing bikepath on Keolu Drive from Hamakua Drive to the corner of Keolu Drive and Keolu Drive as part of the upcoming Keolu Drive repaving project.

Property Tax Resolution:
DRAFT RESOLUTION
Kailua Neighborhood Board
Whereas, Honolulu residential property taxes have doubled since 2003, and
Whereas, the property tax on homes and apartments ignores the fact that the market value of a person’s home gives little or no indication of how much a person can afford to pay for city services, and
Whereas, the principle of tax fairness is seriously violated by taxing people on the market value of their home regardless of their ability to pay, and
Whereas, the most regressive tax is one which uses the value of person’s home to determine tax amount without determining ability to pay, and
Whereas, dollar exemptions given to residential properties have not kept pace with rapid increases in assessments, and
Whereas, no way has been found to provide exemptions for renters even though exemptions are given to resident owners, and
Whereas, assessed values of properties have been routinely inaccurate evidenced by numerous appeals that have been upheld, and
Whereas, senior citizens, in other states, have had to give up their family home because of the amount of property tax, and
Whereas, the high level of property tax makes housing less affordable, and
Whereas, unlike other states and cities, Honolulu City and County is in a unique position because of its geography, and because a small change in the much less regressive GET tax will yield the same revenue as the residential property tax, and
Whereas, current State and County data show that the residential and apartment property tax classification can be completely replaced by an increase of only 1.06 points in the existing General Excise Tax (GET) rate on Oahu, bringing the rate to 5.56%, and
Whereas, the GET is a much broader based tax; tourists pay 38% of it while they pay little property tax, and
Whereas, as an example, residents now paying $3,000 in annual property tax, who spend $40,000 per year subject to GET, may instead expect to pay only about $424 in additional GET, a major tax cut of $2,576, and
Whereas, substituting the GET will not only eliminate the property tax on homes and apartments, but is revenue neutral so that it will provide the City and County the same revenue it will collect in the coming budget year (based upon the 2007 tax rate of $3.29, and $200 rebate), and
Whereas, businesses and the economy would also benefit from the new spending power of all Oahu residents,
Now, Therefore, Be It Resolved that the Kailua Neighborhood Board requests that the legislature of the State of Hawaii introduce and adopt a bill that will permit the City and County of Honolulu to collect an increase in the General Excise Tax if it is used only as a substitute to completely replace the property tax on residential and apartment properties, and
Be It Further Resolved that this resolution be transmitted to the Governor, the Speaker of the House of Representatives, the President of the Senate, the Mayor of Honolulu, the Honolulu City Council, and all the other Neighborhood Boards on Oahu.
