The Neighborhood Board: Excerpts from the Revised Charter of the City & County of Honolulu 1973 (1994 Edition/Supplement) ARTICLE XIV Neighborhoods & Neighborhood Boards: Section 14-101. A. Transportation & Public Safety Committee
Motion 1: Kapaa Quarry Road - The KNB requests that DTS and other government agencies implement safety improvements on Kapaa Quarry Road such as guardrails, low lighting (so as not to disturb the birds), grading of the hill, flashing warning lights and closure of the road from 10:00 pm - 4:00 am and increased enforcement of 25 mph speed limit.
B. Planning, Zoning and Environmental Committee Committee Chair Wong
Shoreline Setback Variance (after-the-fact and Zoning Variance for 1368 Mokulua Drive
Motion a: The Kailua Neighborhood Board recommends that the after-the- fact shoreline
setback variance 2006/SV-2 for 1368 Mokulua Drive be denied because of the Boards policy against hardening of the shoreline and details and information provided to the Planning, Zoning and Environment Committee do not justify deviating from the Board policy.
Motion b: The Kailua Neighborhood Board opposes the zoning variance 2006/VAR-49(DT) for 1368 Mokulua Drive that would allow a seawall to exceed the permitted 6 ft. wall height limit in a residential zoned area.
Verizon Wireless new stealth rock antenna facility in Lanikai
Motion: The Kailua Neighborhood Board appreciates Verizons stealth antenna proposal in Lanikai but feel the radiation hazard needs to be mitigated.
Transient Vacation Rentals HB 1603 HD1 Relating to Transient Accommodations Tax
Motion: The Kailua Neighborhood Board opposes any legislation that promotes short term rentals such as HB 1603 HD1 in residentially zoned neighborhoods.
C. Government and Community Services Committee Committee Chair Chinen
Motion 1 - The KNB supports both intent and concept of the following: HB 128; HB849: HB994; and HB1512 relating to Chapter 92 HRS the Sunshine Law.
Motion 2 - The KNB recommends the City Council reject Resolution 07-037 relating to the establishment of a new Department of Emergency Management as it lacks clarity and fails to provide for full discussion and deliberation.
Motion 3 - The KNB restates its consistent support for a 3-1-1 non-emergency system.
Motion 4 - The KNB request the City to clarify, for the public, its policy and schedule for green waste pick-up dates, containers, and how to request, and receive, additional containers.
