ANYONE WISHING TO SPEAK MUST BE FIRST RECOGNIZED BY THE CHAIR. EACH SPEAKER WILL BE ALLOWED THREE MINUTES. THE RULES WILL BE STRICTLY ENFORCED. THE BOARD ALSO PRACTICES CIVIL DISCOURSE AND SPEAKERS WHO STRAY FROM CIVILITY WILL BE CALLED OUT OF ORDER.
