DRAFT REGULAR MEETING MINUTES TUESDAY, OCTOBER 23, 2007CALL TO ORDER: Chair Albert Fukushima called the meeting to order at 6:34 p.m., with a quorum of eight (8) members present. MEMBERS PRESENT: MEMBERS ABSENT: Larry Veray and Cruz Vina, Jr. VACANCIES: There are two (2) vacancies on this 11-member Board. GUESTS: Capt. S. Higa ( PLEDGE OF ALLEGIANCE: Ching led everyone in the Pledge of Allegiance. RULES, REGULATIONS, POLICIES AND PROCEDURES: Chair FILLING OF TWO (2) VACANT BOARD SEATS: There were no residents interested in filling the vacancies. APPOINTMENT OF STANDING COMMITTEE OFFICERS AND MEMBERS: This item was deferred. EMERGENCY AGENCY REPORTS [1]: Honolulu Police Department (HPD) Sgt. K. Miyazaki circulated the report which included the following statistics for September / August / July 2007: there were 7 / 14 / 11 auto thefts, 7 / 14 / 9 auto theft recoveries, 15 / 14 / 14 burglaries, 30 / 18 / 26 criminal property damage cases and 16 / 23 / 31 unauthorized entries into motor vehicles (UEMVs). There were a total of 6,712 / 6,892 / 7,142 calls for service in District 3, with some 1,516 / 1,673 / 1,673 calls (22.59% / 24.27% / 23.42%) from the Questions, comments and concerns followed: There were no objections to allowing Mr. Jerry Souza to address the Board. RESIDENTS CONCERNS [1]: Other Issues [1] Comments About Chair PRESENTATIONS: Waimalu Sewer Rehabilitation and Reconstruction Jeff Moncrief, Senior Project Engineer for HDR, Inc. introduced Puna Kaneakua and Anson Murayama from Community, Planning and Engineering, distributed a handout, and highlighted the following information from the PowerPoint presentation: 1) Background In May 2007, the Federal Environmental Protection Agency (EPA) and the State Department of Health (DOH) ordered the City Department of Environmental Services (ENV) to evaluate, repair, rehabilitate or replace selected, critical force mains in the Citys wastewater collection system. From October 23 to November 30, 2007, work will begin on the Waimalu Force Main, which conveys wastewater from the Waimalu Sewer Pump Station to a gravity sewer main in vicinity of 2) Work Plan The plan is to first identify conditions that may cause pipe leakage, failure, or interruption of service, then document the condition of the main and lastly to recommend a course of action for maintenance and monitoring, repair or replacement. The condition assessment work plan will inspect the surface, the interior and the exterior of the system. The assessment involves inspecting the entry, exit, and intermediate points located along 3) Potential Public Impacts There will be a single lane street closure for one week from 8:30 a.m. to 3:30 p.m. on 4) Progress The surface inspection activities (visual and soil testing), bypass planning and the initial permit acquisition, have all been completed. 5) Schedule Excavations are planned for early November 2007, and the interior inspections are planned for mid-November 2007. Coleman arrived during the above presentation, at 6:55 p.m., making nine (9) members present. Questions, comments and concerns: 1) Public Notice Chair 2) Timeframe Furutani inquired about the short timeframe. Mr. Moncrief replied that the excavations will be relatively shallow, and so shouldnt require a great deal of time. 3) Permits Chair COMMUNITY REPORTS [1]: Board of Water Supply (BWS) [1] A representative arrived later in the meeting. 1) 17th Annual Family Fun Fair The fair will be held at the LCC campus on Saturday, November 10, 2007, from 9:00 a.m. to 2:00 p.m. Admission and parking are free. The event includes entertainment, exhibits, food, games and prizes. The fairs theme is 2) Discover LCC Day As part of student recruitment efforts, Discover LCC Day will be held on Wednesday, October 24, 2007. Juniors and seniors from various high schools will visit the LCC campus and be given a preview of the college experience. 3) LCC Supplemental Budget The 4) Second Access Road LCC is still awaiting the release of the final Environmental Assessment (EA) by the State Department of Transportation (DOT). EMERGENCY AGENCY REPORTS [2]: 1) September 2007 Statistics There were 3 structure, 2 brush, 1 rubbish, and 1 vehicle fire; there were 39 medical emergencies, 2 search/rescues, and 19 miscellaneous calls. 2) Fire Safety Tip Its Fire Prevention Week and everyone is encouraged to create and practice an escape plan in case of emergency. Questions, comments and concerns followed: Property Damage Claim Furutani stated that firefighters responded to an incident near his residence and a firefighter sat a heavy victim down on his folding chair, which was damaged by the weight, and inquired about filing a claim for the damage. Capt. Higa indicated that he could write a letter to formally request reimbursement from HFD. COMMUNITY REPORTS [2]: Board of Water Supply (BWS) [2] Lan Yoneda provided the following information: 1) Main Break Report There was an eight-inch main break on September 2, 2007, at 2) Make a Difference Month Everyone is encouraged to make a difference by helping to preserve and protect water resources. Simple ways to make a difference: (a) dont let the faucet run; (b) take shorter showers; (c) put nozzles on garden hoses; (d) install water-efficient plumbing fixtures; (e) water the lawn two to three times per week and avoid watering between 9:00 a.m. and 5:00 p.m.; (f) grow plants that match the climate conditions of the are (see the Oahu Planting Guide on www.boardofwatersupply.com); and (g) check for leaks in plumbing and toilets. 3) Thefts A man was recently sentenced to five years in prison for stealing copper from a BWS facility. BWS was able to prosecute this thief, thanks to the help of a nearby resident who called 911. Please contact 911 immediately about any suspicious activity, including illegal dumping, vandalism and theft. These criminal acts not only impact BWS facilities, but they also factors in water rate increases. Pearl City Library Chair Board of Education No representative or report present. Other Issues [2] No further concerns were expressed. ELECTED OFFICIALS: Governors Representative Jim Propotnik circulated Governor Lingles Update Report and provided information on the Hawaii Superferry. Gov. Lingle remains focused on preserving the Superferry service, which would provide a valuable inter-island transportation option for residents. Gov. Lingle feels that a special session of the legislature is critical. Public opinion polls show that residents overwhelmingly favor saving the Superferry service through a special legislative session. When a special session does convene, residents can take an active role in the process by contacting legislators and testifying at a hearing. Questions, comments and concerns followed: H-1 West Freeway Pearl City Off-Ramp Chair Mayors Representative Isaac Hokama distributed Mayor Mufi Hannemann's Newsletter and conveyed the following responses to last month's concerns: 1) 2) Waiau Resurfacing A concern was raised last month about the resurfacing of roads in Waiau, especially on Noelani and Nola Streets. 3) 4) 5) 6) 7) City Ferry A suggestion was made last month to have a Pearl City/Waipahu stop with a shuttle bus to serve the area; also a possible a stop for Mililani too. The demonstration ferry project is targeted at Questions, comments and concerns followed (Mr. Hokama will follow up): 1) Waiau Resurfacing Neighborhood Assistant (NA) Glanstein will follow up with Vina and Veray to clarify the concern about road resurfacing in Waiau. 2) 3) 4) Superferry and the Mayor's Office Coleman asked why the Mayor's Office has been silent on the subject of the Superferry. At 10:30 a.m., there will be a informational briefing at the Senate auditorium. Hearings will be held throughout the islands. 2) Coffee Hour The next coffee hour is scheduled for Thursday, October 25, 2007, at the Waimano Home Road McDonald's, from 7:00 a.m. to 8:00 a.m. Due to a Senate confirmation hearing, the Wal-Mart gathering will not be held this month. Coffee is provided by McDonald's. 3) Legislative Employment If anyone is interested in working for Sen. Nishihara, other Legislators or at the State Capitol during the Legislative Session, they should submit a cover letter and resume to Sen. Nishihara conducts walks around the neighborhood to obtain input and commended Mr. Sato for his comprehensive follow-up on City issues. Questions, comments and concerns followed: 1) Legislative Handout Nyuha thanked Sen. Nishihara for his handout describing the legislative process. 2) Bills Vetoed by Governor Takahashi inquired of steps taken for bills vetoed by Gov. Lingle. Sen. Nishihara explained that a bill must be adopted by both the Senate and the House to reach Gov. Lingle's desk. The legislation is returned to both houses for overriding action if the Governor vetoes it. Senator David Ige No representative or report present. Representative Roy Takumi No representative or report present. Representative K. Mark Takai No representative or report present. COMMUNITY INPUT: Pearl City Community Association (PCCA) / Manana Community Association (MCA) No report was given. Pacific Palisades Community Association (PPCA) Howton announced that the annual PPCA General Membership Meeting will be held on Wednesday, November 14, 2007, 7:30 p.m. at the APPROVAL OF THE SEPTEMBER 25, 2007 REGULAR MEETING MINUTES: The September 25, 2007 regular meeting minutes were APPROVED AS CORRECTED, by UNANIMOUS CONSENT (9-0-0), with the following corrections: * Page 1 Guests strike out "Kevin Cassel" in front of "(Olelo Videographer)" and insert "Richard Braunskil". * Page 1 Election of Board Officers Secretary strike out the three instances of "/Treasurer" in the paragraph. * Page 5 Minutes February 27, 2007 strike out " * Page 5 Minutes May 22, 2007 strike out "trash can" between "portable" and "fire" and insert "classroom". * Pages 5 and 6 Treasurer's Report / Committees, DPZ / Committees, LCIP four instances strike out "26" after "Pearl City Neighborhood Board No." and insert "21". SEPTEMBER 2007 TREASURER'S REPORT: The September 2007 Treasurer's Report, which was mailed with the October 2007 regular meeting agenda, was filed. COMMITTEE REFERRALS FOR ACTION/DEFERRAL: Executive The agenda items were deferred. Health, Education and Welfare (HEW) The agenda items were deferred, due to the absence of HEW Chair Veray. Traffic and Transportation (TT) [1] TT Vice Chair Coleman circulated and presented TT Chair Vina's report, (except for item no. 2, related to the transit corridor project): 1) 2) The following schedule is tentative: The draft Environmental Impact Statement (EIS) is anticipated to be issued in March 2008 and should be completed by July 2008. In February 2009, the final EIS will be prepared; and in June 2009, the Record of Decision will be issued. The Public Involvement Team is in the process of updating their website (www.honolulutransit.org) and their hotline is 566-2299. A series of transit programs will be aired on Olelo Channel 49 on: (a) October 28, 2007, at 7:30 p.m.; (b) October 29, 2007, at 8:00 p.m.; (c) October 30, 2007, at 11:30 a.m.; and (d) October 31, 2007, at 12:30 p.m. More community meetings on Transit Oriented Development (TOD) will be held over the next year. Questions, comments and concerns followed: Monthly Newsletters and Updates Chair 3) Transit Oriented Development (TOD) Conference TT Chair Vina will contact and obtain information from the Chair of the Waipahu Neighborhood Board No. 22, since the September 25, 2007 conference was held on the same day as our Board meeting. 4) H-1 Freeway Westbound (Waiau Off-Ramp) and 5) Home Depot Traffic Concerns at 6) City's Second Annual Transit Symposium The Board should send representatives to the symposium. The cost per person is $45, and will be held in the Pikake Room of the Neal Blaisdell Exhibition Hall on November 13, 2007, from 8:00 a.m. to 5:00 p.m. UNANIMOUS CONSENT (9-0-0) was given to ADOPT a motion to request approval of an appropriation from the Board's Operating Account, not exceed $135 for sending three (3) members to the Tuesday, November 13, 2007 meeting. 7) Rehabilitation of Streets, Phase 2, Pearl City, Section 1 (Manana and Momilani) Many of the area crosswalks and vehicle stop lines were obliterated due to the resurfacing project in the Pearl City area. UNANIMOUS CONSENT (9-0-0) was granted to ADOPT a motion to have TT Chair Vina send a letter requesting that the crosswalks and stop lines be re-striped after the repaving is complete. 8) No Left Turn Proposal for Westbound Traffic on Hoomalu Street into Puu Poni Street UNANIMOUS CONSENT (9-0-0) was made to ADOPT a motion to have TT Chair Vina send a letter to the City Department of Transportation Services (DTS) with a no left turn proposal for westbound traffic on Hoomalu Street into Puu Poni Street. 9) Extension of Left Turn Lane on Waimano Home Road UNANIMOUS CONSENT (9-0-0) was given to ADOPT a motion to have TT Chair Vina send a letter to the City Department of Transportation Services (DTS) requesting to extend the mauka-bound left turn lane on Waimano Home Road into Kuala Street in a makai direction between Nanakai and Wahinani Streets, together with an unencumbered actuated traffic signal phase. Currently these queues cannot be accommodated by the inadequate traffic capacity. Development, Plan and Zoning (DPZ) DPZ Chair Furutani gave the following updates: 1) Waimano DOH Bio-Safety Level 3 Lab DPZ Chair Furutani didnt attend the last meeting. Nyuha added that, at the last committees' meeting, a document containing a detailed explanation of the lab contents was circulated. Kent Kitagawa, from the Questions, comments and concerns followed: Lab Accidents Takahashi related that there are many unreported accidents that occur in labs on the mainland. Mr. Kitagawa explained that many of the labs, where these accidents occur, are research labs and the accidents involve animals. The Waimano Lab is a clinical/diagnostic lab and doesn't work with live animals. 2) Waimano Ridge Master Plan Task Force The date and time of the next meeting are still unknown. 3) Pearl City Gateway Project and Other Manana Commercial Projects Chair 4) 5) Koa Ridge Development (Castle and Cooke Homes Hawaii, Inc.) a) Community Visioning Workshop: The workshop will be conducted at a dinner meeting on November 15, 2007, 6 p.m., at the b) 6) 7) Chair Legislative and Capital Improvement Programs (LCIP) LCIP Chair Rabago distributed her report and highlighted the following: 1) 2007 Draft Neighborhood Plan (NP) At the October 16, 2007 Committee meeting, Rachel Glanstein provided information on the new Draft NP. The following public hearings will be conducted to accept testimony on the proposal: (a) November 3, 2007, from 10:00 a.m. to 12:00 p.m., at Kapolei Hale; (b) November 3, 2007, from 2:00 p.m. to 4:00 p.m., at Questions, comments and concerns followed: a) Timetable In response to Chair Fukushima inquiry, LCIP Chair Rabago indicated that there is no date set yet by the Neighborhood Commission (NC) for adoption of the new Draft NP. b) Deadline for Written Testimony Neighborhood Assistant (NA) Rachel Glanstein noted that the NC will accept written testimony until December 7, 2007. c) Board Testimony Chair 2) City Council Neighborhood Board Review Task Force (NBRTF) A meeting of the NBRTF was held last night at 4:00 p.m., at Honolulu Hale. LCIP Chair Rabago noted that the City Council's website posts the minutes of these NBRTF soon after the meetings. 3) Future Training Schedule for Neighborhood Board Members Possible training topics are the Sunshine Law (Hawaii Revised Statutes, Chapter 92), parliamentary procedure, and implementation workshops. No dates have been set for these sessions. There were no objections to allowing Mr. Wickramaratna to speak to the Home Depot issue discussed earlier. Traffic and Transportation (TT) [2] Home Depot Traffic Concerns at by HPD. Chair Publicity/Refreshments (P/R) Chair Fukushima announced the resignation of May Imamura-Uruu, former P/R Chair. He recommended the Board consider splitting the P/R committee into two new entities, one for Publicity and one for Refreshments, to ease the burden on the new Chair. Yard of the Month awards will be suspended until a new P/R Chair is appointed, or if the committee is restructured. UNANIMOUS CONSENT (9-0-0) was granted to RATIFY the presentation of a Certificate of Appreciation to retired Board member May Imamura-Uruu, and to ADOPT a motion that Certificates of Appreciation be presented at future Board meetings to Representative K. Mark Takai, Principal Fay Toyama of Lehua Elementary School, and retiring Board Members James Pickard, Sr., and Myrtle Nyuha, with a Certificate of Achievement to Board Member Solray Duncan for winning three (3) awards at the 2007 Special Olympics World Summer Games in Shanghai, China, earlier this month.
