MINUTES OF REGULAR MEETING

MONDAY, OCTOBER 8, 2007

AIEA PUBLIC LIBRARY CONFERENCE ROOM

 

 

CALL TO ORDER – Chair Clark called the meeting to order at 7:32 p.m. The students in the audience were thanked for helping to set up the meeting room.

 

MEMBERS PRESENT – Jane Sugimura, Tuika Faumuina, Mary S. Booth, Silvia Sugihara, William Clark, Danielle Lum, Monica Texeira, George Passmore, Carl Jacobs, Ron Mobley.

 

MEMBERS ABSENT – Ross Lee, Ruby Hargrave, Wilbert Ho and David Arakawa (excused), Tracy Arakaki.

 

BOARD SEATS VACANT – None.

ROLL CALL OF BOARD MEMBERS AND INTRODUCTION OF GUESTS – Chair Clark welcomed the community to the meeting, asked for a roll call of Board members, and asked the guests present to introduce themselves. There were nine members present (Sugimura, Faumuina, Sugihara, Clark, Lum, Texeira, Passmore, Jacobs, and Mobley).

 

Booth arrived at 7:36; ten Board members present.

 

PUBLIC SERVICE REPORTS:

 

Honolulu Fire Department (HFD) – The Fire Department was not present at this time.

 

Honolulu Police Department (HPD) – Sgt. Kaneshiro reported area activity statistics for the month of September noting that the crime was 40 thefts and 20-30 break-ins. From the entire district (Red Hill to Kunia) 27 percent of the calls were received from Aiea. There were no questions from Board members or guests. Kaneshiro was thanked for his report.

 

Board of Water Supply (BWS) – Tracy Burgo reported: 1) no water main breaks for the month of September 2007. 2) October is “Make A Difference Month” and the BWS would like to encourage everyone by helping to preserve and protect our precious water resources and shared a list of helpful suggestions. 3) A man was recently sentenced to five years in prison for stealing copper from a BWS facility. Anyone witnessing suspicious activity should call 911 immediately because these are criminal acts that impact the facilities and ratepayers. 4) Waimalu Wells Drainage Project Update: After developing the Waimalu Development a steep rock face was left by the developer. BWS owns a well station on the hillside between the steep rock face and the Pearlridge Estates. Overtime the rock face has eroded and rocks have fallen. Since the property is owned by BWS, BWS will do whatever it takes to prevent further erosion. A drainage control project is in the design phase. Drainage ditches and drain pipes will be installed to funnel water away from the rock face and into the City drainage system at Ponohana Loop below. An Environmental Assessment (EA) will need to be prepared; part of the process is to ask for feedback about various types of impacts the project would have on the community. Receipt of a letter at the last meeting inquired about cultural impacts. BWS has noted actions to minimize interruptions of traffic and impact on the area’s residents. There are no plans for new development on the hillside as a result of this project.

 

Questions, answers, comments: 1) Munro asked if BWS was doing a field survey because there has been a commercial black helicopter sweeping the area last week and today and asked if it is part of the Waimalu Wells Drainage project. He added that the helicopter hovered 200 feet over his home. Burgo replied that the BWS project involves underground infrastructure, but will follow up. Chair Clark said to call the Federal Aviation Administration (FAA) Jacobs noted that there is a 200-foot height limit and reiterated that the FAA be called. Tanoue offered to check on the City’s side if any GIS mapping is being conducted. Burgo was thanked for her report.

 

Board of Education (BOE) – There was no representative present.

 

Honolulu Fire Department (HFD) – Captain Enriques provided the monthly statistics, but had to leave. Chair Clark reported:

 

  1. Statistics for the month of September 2007 included fires – structure 2, brush 1, and rubbish 3; 50 medical, 5 search/rescue, and 24 miscellaneous response calls.

 

  1. Fire Safety Tip: When selecting Halloween costumes, ensure they are flame-resistant, made of lightweight fabric, brightly colored, and clearly visible to motorists. Decorate costumes and bags with reflective tape. Keep the length of costumes short to prevent tripping. A natural mask of cosmetics is better than a mask that may restrict breathing or obscure vision. Children should carry flashlights to light their way.

 

  1. The Honolulu Fire Department would like to remind the community that the HFD provides assistance to the Honolulu Emergency Services Department (HSED) by responding cooperatively when the need for emergency care arises. Due to the HFD’s 42 fire stations and the HSED’s ambulance units, HFD are able to provide quality patient care and protect the citizens of the City and County of Honolulu.

 

APPROVAL OF MINUTES, September 2007 – Chair Clark asked for additions or corrections to the Regular Meeting Minutes for September 10, 2007. Without objections, Chair Clark declared the Regular Meeting Minutes for September 10, 2007 approved unanimously, 10-0-0.

TREASURER’S REPORT, September 2007 – Treasurer Jacobs reported expenditures in the Board’s Operating/Publicity Account were $44.20 in September, leaving a balance of $4,580.70. Having no expenditures the Refreshment Account remains at $120.00.

 

COMMUNITY CONCERNS: There were no community concerns.

 

COMMUNITY REPORTS:

 

Aiea Community Association – Warren Munro, substituting for Claire Tamamoto, reported that there will an Aiea Christmas Parade, Saturday, December 8, 2007 at 9:00 a.m. Parade route will be from Aiea High School to Pearlridge Elementary School, and will feature the Aiea High School Band. Interested parade participants or volunteers may contact Munro at 487-1863.

 

Aiea Community Association meetings are held the fourth Monday of each month. The next meeting is scheduled for October 22, 2007, at the Aiea Intergenerational Center.

 

UNFINISHED BUSINESS:

 

Department of Hawaiian Homelands (DHHL)/Kroc Community Center Exchange – Chair Clark reported he called DHHL and got no response. The Kroc Center had land on Moanalua Loop and exchanged that parcel with DHHL for a parcel on the North/South Road in Ewa Beach. DHHL has no plans to use or change the designation of the Aiea parcel at this time.

 

Question, answers and comments: Mobley asked if the Board knows the area’s zoning. Chair replied no. Sugimura will follow up. Tanoue added if a property belongs to DHHL they are exempt to abide by zoning codes and follow county zone ordinances because they are in a special land category. Piper offered to send Chair Clark the name and number from someone at the DHHL office.

 

NEW BUSINESS: There was no new business.

 

Reports by Public Officials:

 

Representative Blake Oshiro – Ken Best reported a senior fair is scheduled for Saturday, October 27, 2007, at the Pearlridge Shopping Center Uptown from 10 a.m. to 2 p.m. Best was thanked for his report.

 

Senator Donna Kim – Ross Tsukenjo circulated the written report and Senator Sakamoto’s monthly report and noted: In conjunction with the Senior Fair of October 27, the McDonalds on Kamehameha Highway, across from the watercress farm will be hosting Keiki ID Day. Both will run concurrently. Tsukenjo was thanked for his report.

 

Mayor’s Representative – David Tanoue reported that the September Mayor’s “Honolulu News” was available highlighting the opening of the Mililani Transit Center. Regarding a concern raised about a City trash pick up truck collecting trash on Halawa Heights Drive, the Department of Environmental Services tried servicing the location in question at a later time and found the traffic still heavy. Refuse collection along Halawa Heights Drive and in the vicinity of Camp Smith start at 6 a.m.; and believe that the time adjustment will minimize the potential hazard of the collection truck and the motoring public. Tanoue emphasized that drivers be more safety conscious.

 

The 2nd Annual Transit Symposium will be held on Tuesday, November 13, 2007 at the Neal S. Blaisdell Arena from 8:30 a.m. to 5:00 p.m. Cost to attend is $45.00 which includes a three course lunch.

 

The second Transportation Oriented Development (TOD) meeting is scheduled for Wednesday, November 14, 2007 and free to the public. The meeting place to be announced.

 

Questions, answers, and comments: 1) Munro asked how often is the Land Use Ordinance revised. Tanoue responded from DPP’s perspective most recent changes have been made by the City Council. The monthly Zoning Committee gives a report (example – resolutions) to the Planning Commission for a first reading then sent to the City Council for three readings. DPP does not often submit changes to the LUO, consistency for all. Tanoue was thanked for his report.

 

Governor’s Representative – Robert Piper circulated Governor Lingle’s Neighborhood Board Update and the Governor’s update, had no report, and was available for questions. Piper was thanked for attending the meeting.

 

COMMITTEE REPORTS:

 

Transportation – Jacobs reported he attended the Kamehameha Highway Task Force Working Group meeting and was informed that four traffic control cameras are in place and four more to be installed along Kamehameha Highway. There are eleven flashing pedestrian crossings in the area. Jacobs was thanked for his report.

 

Community Relations and Publicity – Lum apologized for not having her written report this evening, and reported she spoke with people from the Leeward People Newspaper and advertiser.com. A mock newsletter was done as originally proposed to the Board and would like to include things such as the Pride of Aiea, etc. A committee meeting would be held soon to discuss this idea. She asked if the Board had any objections to her being the blogger for Aiea; there was none.

 

Restoration Advisory – Mobley reported the next Hickam Restoration Board meeting is scheduled for October 30, 2007, with the meeting location to be announced. He added no information has been received from the Navy regarding the McGrew Fishpond. The community raised concerns as to what to do to restore the fishpond. Tamamoto noted that at one time Pearl Harbor had nineteen fishponds.

 

ANNOUNCEMENTS:

 

Aiea Community Association – Tamamoto circulated applications for those interested in participating in the Aiea Christmas Parade.

 

Chair’s Announcements:

 

  • The Honolulu High Capacity Transit Corridor Project (HHCTCP) has requested to be placed on future Board agendas starting from November to give updates.

 

  • The Kamehameha Highway Improvements Task Force will be on the November agenda.

 

  • Public Hearings for the 2007 Revised Neighborhood Plan are scheduled for: a) Saturday, November 3, 2007, 10 a.m. to 12 p.m., Kapolei Hale Conference Rooms A-C, 1000 Uluohia Street, Kapolei: b) Saturday, November 3, 2007, 2 p.m. to 4 p.m., Windward Community College, Hale Akoakoa Building, 45-720 Keaahala Road, Kaneohe; c) Monday, November 5, 2007, 6:00 p.m. to 9:00 p.m., Mayor’s Conference Room, 3rd Floor, Honolulu Hale, 560 S.   • 2007 Revised Neighborhood Plan (2007/RNP) – Rachel Glanstein will explain Steve Glanstein’s comments presented to the Neighborhood Commission regarding the changes between Corporation Counsel’s proposed and the current Neighborhood Plan and Permitted Interaction Group Draft, on Tuesday, October 16, 2007, Pearl City Neighborhood Board Special Meeting, 7 p.m. at Highlands Intermediate School, 1460 Hoolaulea Street, Pearl City. Mobley added that the draft sent to Corporation Counsel, removed exceptions to rules in Robert’s Rules of Order Newly Revised (RONR), and specified RONR as the guide for all meetings. Corporation Counsel’s amendments were mostly changes in formatting/paragraphing, but softened the use of RONR as the meeting guide. It appears that Corporation Counsel wishes to modify some procedures of RONR. In the previous version there were 34 exceptions to RONR.

 

  • Chair Clark reminded all that the Board would recess in December.
