STATE, CITY & COUNTY ELECTED OFFICIALS, OMPO, AND OTHER AGENCIES

State, City & County Elected Officials, OMPO, and other agencies are encouraged to bring ample copies of their published reports to the scheduled Neighborhood Board meeting, or to deliver them to the Neighborhood Board Commission (Attn: Chair – NHB #12, Honolulu Hale, 530 S. King Street, Suite #400) NO LATER THAN APRIL 16, 2007 (Monday).  Reports submitted will be distributed to Board members, and extra copies provided will be made available for attending guests.

 

CITIZENS/COMMUNITY CONCERNS

  • Citizens are encouraged to contact their elected neighborhood Board members regarding their issues. (See Neighborhood Board No 12 Directory as published on the City’s website – below). 
  • Citizens are encouraged to submit written requests (for agenda consideration), 21 days prior to future Neighborhood Board meetings to: Chair – NHB #12, Honolulu Hale. 530 S. King Street, Suite 400, Honolulu Hi 96813. 
  • Neighborhood Board Members are encouraged to immediately notify and/or forward citizens/community concerns received by them to the CHAIR, for timely implementation and referral towards bringing concerns to a closure. The intention of the Chair is to circumvent a “bottleneck effect” in addressing citizens’/community concerns at future Neighborhood Board Meetings.

The Chair requests that board members NOT BEING ABLE TO ATTEND this scheduled board meeting to call him BEFORE 4:00 P.M. at 688-7337 or 527-5569.  If it is determined by the Chair that the board will not have a quorum, the meeting will be CANCELLED.  All invited quests listed on the agenda will be notified.  Citizens wishing to attend the meeting may call the Chair at 688-7337, to confirm if the meeting will proceed as scheduled.

Inventory of Community Concerns

April 17, 2007

 

  • ITEM # 1:   By Board Sec. /Treasurer Patt Spencer (May 16, 2006) – Request for a sprinkler system on Puowaina Drive (Vacant lot where the “Welcome to Papakolea” signage is placed), and for the planting of Hawaiian plants.  –RISR 158005.

 

NOTE:  Funds were removed from the previous Mayor Jeremy Harris’s City Administration.

 

STATUS/Action Taken:

June 7th and 20th, 2006 - Office of the Managing Director informed Councilmember Tam’s office that this matter was referred to the Department of Design and Construction for a response.

 

June 8, 2006 – The Chair received a phone call from the land acquisition department.  Their surveyors are backlogged for approximately 12 weeks.  They will attempt to expedite the process but cannot guarantee a specific timetable.

February 7, 2007 – Chair Al Canopin, Jr. sent a follow-up inquiry to the City Administration.

 

February 8, 2007 – Chair Al Canopin, Jr. receive as response from Deputy Director Eugene C. Lee (Department of Design and Construction) who stated “The City Real Property Assessment Division records indicate that Tax Map Key No. 2-2-014, 015 showed outlined in yellow on the enclosed map, is owned by the State Department of Hawaiian Home Lands.  Should you have any questions, call Dodie Browne of the Land Division at 527-5068.

 

February 8, 2007 – Chair Al Canopin, Jr. communicated with Puni Kekauoha (Executive Director – Papakolea Community Development Corporation to inform her of the response.  It was agreed that Chair Al Canopin, Jr.  Would send a letter to Senator Carol Fukunaga to place funding in the next “state” budget cycle for this project.

 

March 2, 2007 – Chair Al Canopin, Jr. forwarded a letter to Senator Carol Fukunaga to request funding for the requested sprinkler system.

 

·         ITEM # 2:  Request by Vice Chair Paula Kurashige – 11Jan07 – RISR 191824 – 38 Wood Street

 

Chair Al Canopin, Jr. submitted a “Request for Investigative Service Report” form to the City Administration for a response – in a request to provide maintenance (cutting grass, trimming trees, disposing of rubbish, etc.) at 38 Wood Street.

 

January 25, 2007 – Chair Al Canopin, Jr. received a response from Laverne Higa (Director & Chief Engineer) from the Department of Facility Maintenance as follows: “The Department of Facility Maintenance has been assigned to look into this matter.  This assignment may require site inspections and research that could delay our response.  We anticipate a response to you by March 6, 2007.”

 

 

 

March 6, 2007 – Chair Al Canopin, Jr., received a response from Director and Chief Engineer Laverne Higa (Department of Facility Maintenance) and stated: “The subject location referred to is an auwae.  The city-owned portion of this auwae was cleaned by a Division of Road Maintenance crew on 2/1/2007.  Area will be monitored and cleaned as necessary.  Should there be any questions, please call Melvin Miyata, District Road Maintenance Superintendent of the Halawa Corporation Yard, at 484-7630.

 

March 12, 2007 – Chair Al Canopin, Jr. was informed by Vanessa Matautia (NCO) with additional information provided by Vice Chair Paula Kurashige as follows: “The subject location - Tax map key no. 22045049, which is a City owned piece of property.  A small triangle of land in which goes between Kurashige property (tmk 22045076) and the Wong property (tmk 22045030). The grassy area is where she is requesting help since she has paid to have the area cleaned.  Kurashige also requests that any debris cleaned from the awae or the grassy area be picked up and not left to rot near the neighboring properties.”  Chair Al Canopin, Jr. submitted another request to the City Administration/Managing Director’s Office, to re-open the case.

 

·          ITEM # 3:  Request by Vice Chair Paula Kurashige – 26Jan07 – Zone Section Flat #: 2243-001 -Collapsed retaining wall and property erosion at 137, 141 and 305 Puiwa Road, etc.  Vice-Chair Kurashige informed Chair Canopin that there has been no response from the city regarding the issue as stated above, and stated that Blaine Higa from Representative Sylvia Luke’s office was seeking to obtain the necessary Board of Heath Permits for the project.

 

January 29, 2007 – Chair Canopin discussed this concern with Shawn Hamamoto of Councilmember Rod Tam’s office.  Shawn Hamamoto stated: “he was informed by the City Administration that after the city receives the Department of Health permits, the City Administration the process will take over a year to further proceed with the project.  The procurement process for the project may possibly take another 2 years.  In addition, permits will be needed for the use of heavy equipment in the area, and approved access by adjoining property owner(s) will be required.  The City Administration/Department of Design and Construction is fully aware of the issue, and is responsible for this project – NOT the office of Councilmember Rod Tam.”

 

February 1, 2007 – Shawn Hamamoto of Councilmember Rod Tam’s office informed Chair Al Canopin, Jr. that funding for the project should not be a problem.  Obtaining permits for use of heavy equipment, and “Right-Of-Way” access from approximately ½ dozen property owners in the area may be a problem.  Should anyone have questions concerning this project, Dennis Toyama from the Department of Design & Construction can be reached at 523-4756.

 

·         ITEM # 4:  Request by Neighborhood Board Member Heather Crislip – August 2006 – RISR

 

Chair Al Canopin, Jr. submitted a “Request for Investigative Service Report” form to the City Administration on January 18, 2007 for a response to the following concerns:

 

(1)     There is a 25 MPH Speed Limit sign across from Pacific Heights Road 2349 that is completely obscured by vines hanging down from the property above.  There is a great deal of speeding around the blind curve as a result.  I am requesting that the sign be maintained.

 

(2) The Bus Stop in the 2300 block of Pacific Heights Road (Route 15) has graffiti, which should be cleaned up.

 

January 18, 2007 - Chair Al Canopin, Jr. apologized to neighborhood board member Heather Crislip for his “oversight” in not initiating the process towards resolving the concerns she raised in a timely manner.

 

February 7, 2007 – Chair Al Canopin, Jr. received a response from the Department of Transportation Services.  The Oahu Transit Services, Inc. bus stop crew removed/painted over the graffiti at the bus stop on the 2300 block of Pacific Heights Road on January 26, 2007.

 

February 20, 2007 – Board Member Heather Crislip informed Chair Al Canopin, Jr. that the graffiti still exists at the site location, and we still have not received a response regarding the vines covering the speed limit sign.  Chair Al Canopin, Jr. state he will re-open the inquiry to the City Administration.

 

February 26, 2007 – Chair Al Canopin, Jr. submitted notification to the City Administration to re-open the inquiry previously submitted, and to obtain a response from the Department of Transportation Services, and the Department of Facility Maintenance.

 

·         ITEM # 5  Request by Wynn Tessa Gold – 6 Feb 07 – Kamamalu Street

 

Chair Al Canopin, Jr. submitted a “Request for Investigative Service Report” form to the City Administration on February 6, 2007 for appropriate action:

 

  • HPD to take appropriate enforcement action towards speeding motorists at the location.  Speeding activity occurs during 9:00 a.m. thru 1:00 p.m. & 7:00 p.m. thru 8 p.m. daily.
  • DTS to make an assessment to improve traffic/resident safety at the location, and take appropriate action regarding “lack of visibility” at blind turns, and where vehicles are parked.
  • Install Speed Limit and “Slow Down” and 4 way Stop signage where it is justified. 

 

February 20, 2007 – Chair Al Canopin, Jr. informed the board that parking restriction signs will be posted on the Ewa side of Kamamalu Avenue at the locations identified on the map provided by the Department of Transportation Services.   The map was provided to each board member via their information packet.

 

March 7, 2007 – Chair Al Canopin, Jr. received a response from Director Melvin Kaku of the Department of Transportation Services who stated: “We conducted a field investigation and found that there are not speed limit signs posted on Kamamalu Avenue.  Our traffic calming program has been suspended, and we presently control speeding through appropriate speed limit signage and enforcement by the Honolulu Police Department (HPD).  Therefore, we informed Ms. Gold that a work order will be issued to the Department of Facility Maintenance (DFM) to install “Speed Limit 25” signs and update the warning signs on the curved portion of the roadway after the required legal notice has been published.  We also explained to her that federal guidelines do not recommend the installation of stop signs to control speeding and that the requested “Slow Down” sign is a non-standard sign which the City no longer utilizes.  We understand that HPD is aware of your constituent’s speeding concern, and they will take appropriate measures they deem necessary.  Should you have any questions, please contact Leon Lau of my staff at 768-8326.

 

 

·         ITEM # 6:  Request by Representative Sylvia Luke – 1Feb07 - via letter concerning the poor road condition of Lusitana Street, and large potholes located at the intersection of Lusitana Street and Pauoa Avenue.

 

February 7, 2007 – Chair Al Canopin, Jr. submitted a Pot Hole Service Report to the Department of Facility Maintenance for action.  Chair Al Canopin, Jr. also responded to Representative Sylvia Luke via a fax and letter, that Lusitana Street is currently being programmed by the City Administration for resurfacing.  It is also anticipated that the road crew will be in our community in 2 months, and should there be a delay, she will be informed.

 

 

·         ITEM # 7:  Request by Vice Chair Paula Kurashige – Concerning replacement and installation of signage throughout Nuuanu – The listing of signs that needed to be replaced or installed was made via the Nuuanu Neighborhood Security Watch Sign Survey (February 2006)

 

February 8, 2007 – Chair Al Canopin, Jr. RE-Submitted to the City Administration a 7 page listing of signs that needed to be replaced or installed that was submitted to him by Vice Chair Paula Kurashige a year prior.  All previous documentation that was forwarded to the City Administration and HPD officer Byron Anaya who was assigned to the project was lost or misplaced.  Chair Al Canopin, Jr. also forwarded a copy of the recovered documentation to Vice Chair Paula Kurashige for her records.

 

February 21, 2007 – Chair Al Canopin, Jr. received a phone call from HPD officer Steven Mata (845-0950) who said that the sign survey will be forwarded to the Department of Transportation Services, and the Department of Facility Maintenance.  He also informed Vice-Chair Paula Kurashige. 

 

March 5, 2007 – Chair Al Canopin, Jr. received the following response via the City Managing Director’s Office from the Honolulu Police Department as follows: “On February 15, 2007, Officer Fabian Mata spoke to Mr. Albert Bolosan of the Community Affairs Section (CAS), Honolulu Police Department, about the procedures of installing/replacing Neighborhood Security Watch (NSW) signs.  It was determined that Ms. Paula Kurashige’s application to install/replace NSW signs in the Nuuanu neighborhood is already on file with the Department of Facility Maintenance (DFM).  Her application was submitted a while back; however, due to the overwhelming request for NSW signs, the Department of Facility Maintenance has yet to process her request.  On February 21, 2007, Officer Mata spoke to Ms. Kurashige to report the status of her application.

 

 

·         ITEM # 8:  Request by Senator Suzanne Chun-Oakland – Installation for a left turn signal at Pacific Heights Road unto Pauoa Road

 

February 27, 2007 – Response by Melvin N. Kaku (Director – Department of Transportation Services): “We have been informed that the selected traffic consultant did not conduct a study for a left turn signal at the subject intersection.  However, we conducted a study and found that a left turn signal is warranted for mauka bound vehicles on Pacific Heights Road.  The signal will be programmed for installation pending availability of funds.  Should you have any questions, please contact Adrian Chang of my staff at 768-8318.

 

 

·         ITEM # 9:  Request by Riley Hakoda (20Mar07) Bill 6 concerning graffiti.

 

Bill 6 concerning graffiti that is unfair to property owners.

 

                        a.   the bill punishes the victims.

 

b.       the bill violates private property rights.  Some property owners are repeatedly being “hit”.  The City will paint over the graffiti using whatever color is most convenient/affordable.

 

March 20, 2007 – Chair Al Canopin, Jr. informed Riley Hakoda that he will place his concern on the NHB 12 agenda for April 17, 2007.

 

March 21, 2007, - Chair Al Canopin, Jr. referred this concern to Councilmember Rod Tam.

 

·         ITEM # 10:  Request by Riley Hakoda (20Mar07) Punchbowl beautification.

 

Riley Hakoda suggested that the federal government be approached to extend, and care for the outer crater perimeter to facilitate a more neighborhood friendly resource that would encourage casual vehicle/bicycle/pedestrian traffic to deter trash dumping, illegal parking, graffiti, criminal activity, etc.

 

March 20, 2007 – Chair Al Canopin, Jr. informed Riley Hakoda that he will place his concern on the NHB 12 agenda for April 17, 2007.

 

March 21, 2007, - Chair Al Canopin, Jr. referred this concern to Councilmember Rod Tam.

 

 

·         ITEM # 11:  Request by Hilda Sakai (13Mar07) Fire Hazard – Jurisdiction for Trimming of Overgrown Trees in back of Hookui Street thru Auwaiolimu Street.

 

March 13, 2007 – Chair Al Canopin, Jr. sent a written inquiry to the City Administration to inspect the area of concern, determine who has the jurisdiction and responsibility to trim the overgrown trees.  Residents were concerned because the night before, a vehicle and some of the trees were on fire.

 

March 28- 2007 – Chair Al Canopin, Jr. received a response from Director Lester Chang (Department of Parks and Recreation) who stated: “A supervisor of the Department of Parks and Recreation, Division of Urban Forestry (DUF), recently inspected “scramble egg” trees at the described location.  On March 20, 2007, the supervisor telephoned Ms. Sakai to inform her that, as confirmed with the Department of Design & Construction, Division of Land Survey Acquisition, these trees grow within the property owned by the State of Hawaii.  Concerns regarding the maintenance of State-owned trees may be reported to the State of Hawaii, Department of Transportation (DOT) at 831-6714.

 

March 28, 2007 – Chair Al Canopin, Jr. forwarded a letter to Senator Carol Fukunaga to submit an inquiry to the State Department of Transportation to verify jurisdiction, and to take appropriate maintenance action to ensure that the trees in the area does not pose a fire hazard to residents in the area.
