EMERGENCY MEDICAL SERVICES DIVISION CHIEF RETIRES

            Robin McCulloch, who has overseen major improvements in the City’s Emergency Medical Services (EMS) Division over several administrations, retired as Honolulu’s EMS division chief effective November 30, 2004.

            Mr. McCulloch joined the Emergency Services Department in 1978 as a Mobile Intensive Care Technician (MICT Paramedic) and became chief of the EMS Division in 1990.  His accomplishments include establishment of a Computer Aided Dispatch (CAD) System with Automatic Vehicle Locators (AVL) in the ambulances that provides 9-1-1 callers with rapid and efficient emergency medical responses.  Under his management, EMS has expanded services to include four additional ambulance units and two rapid response paramedic vans.  Most recently, Chief McCulloch has been instrumental with elevating the City & County of Honolulu’s role in Homeland Security with the creation of the Metropolitan Medical Response System (MMRS).

            “Robin has been an invaluable leader in helping to provide our community cutting-edge emergency services that are among the best in the country,” said Mayor Jeremy Harris.  “We are deeply grateful for his many years of dedicated service and wish him all the best in retirement.”

            Patricia J. Dukes, Mobile Emergency Care Specialist (MECS Paramedic), has been selected as McCulloch’s successor.

            Also announced were the promotion of eight EMS Division district chiefs and seven unit supervisors.
