EXPRESSING THE APPROVAL OF THE COUNCIL OF THE CITY AND COUNTY OF
HONOLULU ON PROPOSED AMENDMENTS TO THE RULES OF THE DIRECTOR OF
CIVIL SERVICE.
WHEREAS, Section 79-19 of the Hawaii Revised Statutes
provides for the promulgation of rules and regulations to leaves
of absences by the Civil Service Director, subject to the
approval of the Council; and
WHEREAS, the Council of the City and County of Honolulu
wishes to revise the leaves of absence policy of the City through
the adoption of a resolution; and
WHEREAS, §1-9.2, Revised Ordinances of Honolulu 1990, as
amended, requires a prescribed uniform format for the preparation
and publication of rules and regulations for departments of the
City; and
WHEREAS, the uniform format prescribed by the department of
corporation counsel pursuant to §1-9.2, Revised Ordinances of
Honolulu 1990, as amended, is the format developed in the Hawaii
Administrative Rules Drafting Manual; and
WHEREAS, the current rules relating to leaves of absence
along will all rules of the Director of Civil Service and the
Rules of the Civil Service Commission have been revised to
conform to the form prescribed in the Hawaii Administrative Rules
Drafting Manual; and
WHEREAS, no significant revisions were made to the content
of the rules and regulations relating to leaves of absence; and
WHEREAS, a public hearing on the rules was held and no
comments nor objections were received at the public hearing; now,
therefore,
BE IT RESOLVED by the Council of the City and County of
Honolulu that Chapter 18, Vacation Leave, Sick Leave and Other
Leaves of Absence with Pay, of the Rules of the Director of Civil
Service as provided in the Mayor's March 18, 1992 memorandum (MM-95), incorporated and attached hereto as Exhibit A, to the Chair
and members of the City Council be approved; and
BE IT FINALLY RESOLVED by the Council of the City and County of Honolulu that the Clerk is hereby directed to transmit this Resolution to the Mayor, the Director of Civil Service and the Corporation Counsel.
