ENCOURAGING THE IMPLEMENTATION OF A TELEWORK PROGRAM FOR CITY
EMPLOYEES AT THE HAWAII TELEWORK CENTER.
WHEREAS, the Council of the City and County of Honolulu
finds that there are innovative, noncapital-intensive means of
reducing traffic congestion in the City, which include
teleworking and other measures to reduce work, business and
public travel on our streets and highways; and
WHEREAS, the State Department of Transportation has
implemented a highly successful Hawaii Telework Demonstration
Project, initially involving seventeen employees from State
government agencies and from private sector companies, at the
Hawaii Telework Center in Mililani, the objectives of which are
to reduce commuting travel, and to produce other employer,
employee, social, economic, energy and environmental benefits;
and
WHEREAS, as expected, preliminary findings reported in
September 1990 by the State Department of Transportation in its
Evaluation of the Hawaii Telework Center Demonstration Project
indicate that teleworking is a feasible method of combining
computers and telecommunications technology at multi-station
telework centers to move work on "electronic highways," instead
of people on "asphalt highways," thereby demonstrating the
efficacy of remote work concepts, and affirming that government,
business, and workforce efficiency and productivity can be
equalled and, much more likely than not exceeded, by substituting
communications for transportation; and
WHEREAS, the Council further finds that the implementation
of active City participation in a teleworking program at the
Hawaii Telework Center, as encouraged herein, would be generally
consistent with a broad range of objectives and policies set
forth in the General Plan for the City and County of Honolulu;
especially, to wit:
Transportation and Utilities
Objective A, Policy 9:
"Promote programs to reduce dependence on the use
of automobiles."
Objective A, Policy 10:
"Discourage the inefficient use of the private
automobile, especially in congested corridors and
during peak hours."
and
Objective D, Policy 3:
"Encourage the study and use of telecommunications
as an alternative to conventional transportation
facilities;"
WHEREAS, to the maximum extent practicable, the City should
lead by example by actively pursuing City employee participation
in the Hawaii Telework Center, subject to the formulation of a
suitable and equitable arrangement whereby the City will assume
no more than its fair share of any costs arising from such
participation; now, therefore,
BE IT RESOLVED by the Council of the City and County of
Honolulu that it declare, and it is hereby so declared, to be the
policy of the City and County of Honolulu that with the
assistance of the Managing Director, each City department or
agency develop an employee teleworking plan, and agency policies
and procedures governing employee teleworking, to ensure maximum
appropriate City employee participation in teleworking at the
Hawaii Telework Center or at other suitable telework locations;
and
BE IT FURTHER RESOLVED that the Managing Director be
requested and authorized, and is hereby so requested and
authorized, to act as the City's telework liaison with the State
Department of Transportation, the Hawaii Telework Center, and
with any other government agency or private entity deemed
necessary, to develop, utilizing the teleworking knowledge and
expertise of these agencies and entities, a draft umbrella plan
and agreement for City participation in the Hawaii Telework
Center program; and BE IT FURTHER RESOLVED that the Managing Director be further requested, and is hereby so requested, to submit the draft umbrella plan and agreement for Council review and approval, prior to implementation of same, no later than 60 days following the date of adoption of this Resolution; and BE IT FURTHER RESOLVED that the umbrella plan and agreement referenced herein contain provisions requiring the submission of quarterly reports by the Managing Director to the Council, for the first year of the City's participation following the date of this Resolution's adoption, and thenceforth the submission of annual reports to the Council on the anniversary date of this Resolution's adoption, outlining the level of the City's teleworking participation and activities, and any recommendations deemed necessary or desirable to further implement and enhance teleworking by City employees; and BE IT FINALLY RESOLVED that the Clerk be directed, and is hereby so directed, to transmit copies of this Resolution to the Mayor and the Managing Director, City and County of Honolulu, and to the Mililani Technology Park.
