RELATING TO HASEKO (HAWAII), INC.'S GENERAL PLAN AMENDMENT TO
ENCOURAGE THE DEVELOPMENT OF A MAJOR MARINA AND ASSOCIATED
MARITIME COMMERCIAL CENTER INCLUDING VISITOR UNITS AS PART OF THE
EWA MARINA COMMUNITY.
WHEREAS, Section 5-408 of the Revised Charter of the City
and County of Honolulu states that "The General Plan should set
forth the city's broad policies for the long range development of
the city"; and
WHEREAS, the General Plan does not presently provide for the
development of visitor units outside of designated secondary
resort areas in locations other than in the primary urban center;
and
WHEREAS, Haseko (Hawaii), Inc. has filed an application
requesting the General Plan of the City and County of Honolulu be
amended to encourage the development of a major marina and
associated maritime commercial center including visitor
accommodation units as part of its Ewa Marina Community in the
Ewa Development Plan area under Physical Development and Urban
Design, Objective C; and
WHEREAS, maritime commercial centers are recreational
resources which provide substantial social and economic benefits
to the cities which they serve by creating investment and
employment opportunities, bring prestige to the community, serve
as activity centers, provide opportunities for different cultures
to interact, and facilitate enjoyment of the ocean environment;
and
WHEREAS, maritime commercial centers are mixed-use,
employment and recreation complexes which typically include
visitor accommodation units; and
WHEREAS, the Oahu General Plan does not presently encourage
the development of visitor units outside of designated secondary
resort areas in locations other than in the primary urban center;
and
WHEREAS, the City Council finds and determines it is in the best interest of the City to include visitor units as part of a commercial maritime center to be developed in association with a major marina in the Ewa Marina Community; and
WHEREAS, the Chief Planning Officer has prepared an
amendment to the General Plan to include reference to a maritime
commercial center in the Ewa Development Plan area; and
WHEREAS, The City Planning Commission has reviewed the Chief
Planning Officer's report and recommendations for amending the
General Plan, has held public hearings thereon, and has
transmitted its findings and recommendations together with the
Chief Planning Officer's report and recommendations through the
Mayor to the City Council for its consideration and action; and
WHEREAS, the City Council has reviewed the Chief Planning
Officer's report and recommendations and the City Planning
Commission's findings and recommendations, has held public
hearings thereon, and has wherever deemed necessary incorporated
revisions to the General Plan based upon the above-mentioned
report, findings, and recommendations and upon testimony received
at the public hearings; now, therefore,
BE IT RESOLVED by the Council of the City and County of
Honolulu that in compliance with Section 5-412 of the Revised
Charter, Resolution No. 82-188, Amended Draft No. 2 (adopted
December 8, 1982), relating to the General Plan of the City and
County of Honolulu, is amended in the manner shown in Exhibit A,
attached hereto and made a part hereof; and
BE IT FURTHER RESOLVED by the Council of the City and County
of Honolulu that the Clerk is hereby directed to transmit this
Resolution to the Mayor for approval; as prescribed in Section BE IT FINALLY RESOLVED by the Council of the City and County of Honolulu that this Resolution shall take effect upon its approval pursuant to Section 5-412 of the Revised Charter.

The Objectives and Policies of the General Plan are hereby
amended as follows (material to be deleted is bracketed; new
material is underscored):
Physical Development and Urban Design
Encourage the development of the Ewa Marina community as a major residential and recreation area emphasizing recreational boating activities through the provision of a major marina and a related maritime commercial center containing light-industrial, commercial, and visitor accommodation uses.
