AUTHORIZING THE EXECUTION OF COMPUTER SYSTEM USER AGREEMENTS
BETWEEN THE HONOLULU POLICE DEPARTMENT AND VARIOUS GOVERNMENTAL
AGENCIES.
WHEREAS, the Honolulu Police Department is the control
terminal agency for the police Records Management System,
hereinafter referred to as RMS; and
WHEREAS, telecommunications access to authorized law
enforcement agencies for the exchange of criminal justice
information is necessary for law enforcement and public safety
purposes; and
WHEREAS, a user agreement is necessary to insure that access
to the RMS telecommunications facilities and data be restricted
to only the authorized personnel in those agencies in law
enforcement activities; and
WHEREAS, a user agreement is necessary to insure that those
agencies involved in law enforcement activities enforce rules,
policies and procedures with respect to adequate RMS system
security;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
and County of Honolulu, that pursuant to Section 1-9.2 of the
Revised Ordinances of Honolulu, the Chief of Police of the City
and County of Honolulu is hereby authorized to execute Computer
System user agreements on behalf of the City and County of
Honolulu with any authorized agency which is involved with law
enforcement activities. BE IT FINALLY RESOLVED that the Clerk be, and he is, hereby directed to transmit copies of the Resolution to the Honolulu Police Department.
