TO AMEND THE GENERAL PLAN OF THE CITY AND COUNTY OF HONOLULU TO
IDENTIFY THE SECONDARY URBAN CENTER IN EWA BY THE NAME OF
KAPOLEI.
WHEREAS, the General Plan of the City and County of Honolulu
is a comprehensive policy guide for the development of Oahu over
the next 20 years and should be amended to reflect the current
public vision for Honolulu; and
WHEREAS, the General Plan currently provides for:
a. the development of a secondary urban center in the West
Beach-Makakilo area to relieve development pressures in
the urban-fringe and rural areas,
b. the development of a major residential, commercial and
employment center within the secondary urban center,
c. the allocation of funds from the capital improvement
program for public projects that are needed to bring
about the development of the West Beach-Makakilo area
as a secondary urban center,
d. the coordination of development plans of the secondary
urban center with the State and Federal governments and
with the sugar industry, and
e. the provision of government services to the West Beach-Makakilo secondary urban center; and
WHEREAS, public and private development proposals have
evolved which identify the focus of the secondary urban center in
the West Beach-Makakilo as Kapolei and Kapolei Village; and
WHEREAS, there is a need to give this emerging secondary
urban center an appropriate name and a "sense of place"
especially since considerable development is anticipated there
during the next 20 years--the time horizon of the current General
Plan; and
WHEREAS, the name Kapolei is appropriately associated with
the Pu'u o kapolei, the prominent volcanic mound which arises out
of the Ewa plain in the vicinity of this emerging secondary urban
center; now, therefore, BE IT RESOLVED that in compliance with Section 5-412 of the Revised Charter, Resolution No. 82-188, Amended Draft No. 2 (adopted December 8, 1982) as amended, relating to the General Plan of the City and County of Honolulu, be amended in the manner shown in Exhibit A, attached hereto and made a part hereof.
BE IT FURTHER RESOLVED by the Council of the City and County
of Honolulu that the Clerk is hereby directed to transmit this
Resolution to the Mayor for approval, as prescribed in Section 5-412 of the Revised Charter; and BE IT FINALLY RESOLVED by the Council of the City and County of Honolulu that this Resolution shall take effect upon its approval pursuant to Section 5-412 of the Revised Charter.
