DECLARING THE THIRD MONDAY OF JANUARY DR. MARTIN LUTHER KING, JR.
DAY AS AN ESTABLISHED HOLIDAY FOR THE CITY AND COUNTY OF HONOLULU
WHEREAS, Martin Luther King, Jr. was an outstanding national
leader, a man of peace and nonviolence, and an untiring advocate
of freedom, justice and dignity for all persons in the United
States of America, regardless of race, creed or national origin;
and,
WHEREAS, the patient and persistent work of Martin Luther King,
Jr., changed the course of history in our country from a nation
which idealized equality of opportunity to a nation committed to
equality of opportunity; and,
WHEREAS, the life of Martin Luther King, Jr., has provided a
model to all living and all future generations of the standards
of freedom, equality and justice as set forth in the Declaration
of Independence which rejected the bonds of inequality and
injustice and in which our nation was born; and,
WHEREAS, in recognition of the tremendous contribution of Martin
Luther King, Jr., to the people of America, the Senate and House
of Representatives of the United States of America enacted H.R.
3706 to establish the birthday of Martin Luther King, Jr., the
third Monday in January, as a legal public holiday; and,
WHEREAS, on November 2, 1983, the President of the United States
signed into law, H.R. 3706 as Public Law 98-144, to take effect
on the first January 1 that occurs after the two-year period
following the date of enactment; and,
WHEREAS, the House and Senate of the State of Hawaii, in
recognition of the multiple ethnic and racial backgrounds of the
people of Hawaii, also recognized the contributions of Martin
Luther King, Jr., in the adoption of S.C. 186, which amended
Section 8-1, Hawaii Revised Statutes, to delete the second Monday
in October, Discoverers' Day from established state holidays and
incorporated the third Monday of January, Dr. Martin Luther King,
Jr., day, as set apart as an established state holiday;
therefore,
BE IT RESOLVED by the Council of the City and County of Honolulu
that the Council hereby express as the policy of the City and
County of Honolulu that Martin Luther King, Jr., and the
movement, ideals and principles of equality and civil liberties
for which he worked, are remembered and commemorated; and,
BE IT FURTHER RESOLVED that the Council declare its support of
the federal and state actions and urge the Mayor to delete the
second Monday in October, Discoverers' Day from established city
and county holidays and further declare the third Monday of
January, Dr. Martin Luther King, Jr. Day as an established legal
public holiday in the City and County of Honolulu, in remembrance
and commemoration of unique and historic contributions made to
all Americans by life, movement and principles of Dr.
Martin Luther King, Jr.; and,
BE IT FURTHER RESOLVED that this city and county holiday became
effective on January 1, 1989; and, BE IT FINALLY RESOLVED by the Council that the Clerk be, and hereby is, directed to transmit a copy of this Resolution to the Mayor of the City and County of Honolulu,
