ESTABLISHING CITY POLICY REGARDING THE DEVELOPMENT OF EXPANDED
BLOCK J, SITUATED IN DOWNTOWN HONOLULU.
WHEREAS, "Expanded Block J," generally defined as those
parcels of land bounded by Beretania, Kukui, Queen Emma, and Fort
Streets, is primarily owned by the City and County of Honolulu;
and
WHEREAS, Expanded Block J has substantial potential value
but is not currently developed to return such value to the City;
and
WHEREAS, there is a need for a City policy to guide the
development of Expanded Block J and, as applicable, abutting
properties; now, therefore,
BE IT RESOLVED by the Council of the City and County of
Honolulu that the following policies shall govern the development
of Expanded Block J, situated in downtown Honolulu:
(1) The City shall, through separate legislation,
consolidate the private properties contained within Expanded
Block J.
(2) The City shall, through separate legislation and
to the extent necessary, acquire the development rights over
the Pali Highway corridor between Beretania and Kukui
Streets.
(3) The City shall, through separate legislation,
amend the Hawaii Capital District to exclude Expanded
Block J therefrom.
(4) The City shall, through separate legislation and
to the extent necessary, amend or clarify the Kukui Urban
Renewal Plan, the City's Development Plans, and appropriate
zoning ordinances, to allow the development of Expanded
Block J under the general land use controls consistent with
BMX-4 zoning.
(5) The development shall ensure a fair and reasonable
financial return to the City, consistent with the public
purposes inherent in the project, and such proceeds shall be
deposited in the Housing Assistance Fund;
and
BE IT FURTHER RESOLVED that the Department of Housing and
Community Development (DHCD) shall act as the lead agency of the
City in implementing the policies set forth in this resolution;
and
BE IT FURTHER RESOLVED that DHCD shall consult with any
advisory committee or committees on Expanded Block J which may be
established by the City; and
BE IT FURTHER RESOLVED that DHCD shall study certain aspects
of the proposed development and report to the Council on its
findings; such studies to include, but not be limited to:
(1) A review of all applicable aspects of the project,
including zoning restrictions, deemed pertinent for the
needs of a prospective developer.
(2) A marketing and financial analysis of how the City
should best market the development site and structure the
lease terms so as to ensure a fair and reasonable financial
return to the City, consistent with the public purposes
inherent in the project.
(3) A commercial appraisal of the development site.
(4) A review of whether the lease should be issued
using a bid or non-bid process.
(5) A review of what, if any, special design and
development controls should be attached to the lease, to
include but not be limited to:
(a) Whether the developer should make space
available for or should construct a mass transit depot;
(b) Whether the development should respect an
additional setback abutting Queen Emma Street;
(c) Whether the development should respect the
Bishop Street mauka-makai view corridor;
(d) Whether the development should include a
25,000 square foot at-grade public park, which shall
include public restroom facilities;
(e) Whether the development should include at
least 208 City-owned public parking stalls, which would
be provided and maintained by the developer at no cost
to the City;
(f) Whether the development should preserve the
existing fire station on the corner of Fort and
Beretania Streets for continued City use; and
(g) Whether the development should include
facilities for child care adequate to serve the needs
of workers and residents of the entire project site,
which facilities shall be made available to the City,
or its designated nonprofit provider, at no cost;
and
BE IT FURTHER RESOLVED that pursuant to the Executive
Capital Budget Ordinance No. 87-71, which appropriated monies for
the Pre-Acquisition Fund and required that aggregate expenditures
of more than $10,000 receive Council approval, the Department is
authorized to expend no more than $100,000 from the Pre- BE IT FINALLY RESOLVED that copies of this resolution be transmitted to the Mayor, the Managing Director, the Director of Housing and Community Development, and to the Chair of the Mayor's Pacific Nations Center Advisory Committee.
