ESTABLISHING A TRANSPORTATION POLICY FOR THE CITY AND COUNTY OF
HONOLULU.
WHEREAS, Budget Committee Report No. 401 dated May 25, 1983,
unanimously adopted by the City Council, directs the appropriate
Standing Committee to develop a public transportation policy for
the City and County of Honolulu; and
WHEREAS, the Council recognizes that the General Plan of the
City and County of Honolulu sets forth Transportation Objectives
and Policies for the City; and
WHEREAS, the Council is committed to not reducing existing
transportation services nor excluding any segment of the
community from receiving adequate services; and
WHEREAS, the Council recognizes the need to offer attractive
and convenient transportation alternatives; and
WHEREAS, the Council recognizes that this policy will impact
not only on transportation-related matters but also on budgetary
and capital improvement decisions;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
and County of Honolulu that the following policies shall guide
Council action on transportation matters which come before it for
consideration:
1. Support and reinforce the population distribution and
land use policies of the City and County of Honolulu.
2. Encourage frequent and consistent use of transit in
such situations as travel to common work areas at
common times.
3. Provide a revenue structure which:
a. distributes fairly between fare-paying riders and
non-riders the burden of subsidizing certain
groups of riders;
b. recognizes the value of decreased traffic
congestion provided by those who use transit
rather than private vehicles;
c. reflects the priority transportation needs of the
young, elderly, handicapped and economically
disadvantaged.
4. Provide alternatives to the use of single-occupant
vehicles by:
a. providing public transit, including express
service which is safe, pleasant, reliable and
convenient;
b. encouraging higher occupancy of private vehicles.
5. Decide on parking spaces, parking fees and special fees
only after explicitly considering and stating the
implications of such decisions for private
transportation choices.
6. Promote public and private alternative modes of
transportation especially those which take advantage of
Hawaii's unique features.
BE IT FINALLY RESOLVED that the Clerk be, and he is, hereby directed to transmit copies of this Resolution to the Budget Committee in accordance with Committee Report No. 401, to the Office of the Managing Director, Director of the Department of Transportation Services, and to the Chairman of the Oahu Metropolitan Planning Organization.
