RELATING TO THE CITY AND COUNTY OF HONOLULU'S QUEEN KAPIOLANI
PARK EXPANSION POLICY.
WHEREAS, the City and County of Honolulu has been
implementing an incremental land acquisition program for the
Queen Kapiolani Park expansion into the area bounded by Paki
Avenue, Kapahulu Avenue, Leahi Avenue, and Noela Avenue since the
adoption of the 1964 General Plan; and
WHEREAS, despite this lengthy period of acquisition, the
City still has not acquired all parcels necessary to complete the
Queen Kapiolani Park expansion; and
WHEREAS, on November 25, 1981, the City Council adopted the
Development Plan for the Primary Urban Center which designated
the land-use policy for the area bounded by Paki Avenue, Kapahulu
Avenue, Leahi Avenue, and Noela Avenue as residential; now,
therefore,
BE IT RESOLVED by the Council of the City and County of
Honolulu that in consideration of the above, the policy for the
Queen Kapiolani Park expansion into the area bounded by Paki
Avenue, Kapahulu Avenue, Leahi Avenue, and Noela Avenue be
discontinued, and that the City immediately cease all activities,
planning, and expenditures relating to the Queen Kapiolani Park
expansion; and
BE IT FURTHER RESOLVED that Council Committee Report 216
adopted by the Council on February 12, 1975, which endorses the
Queen Kapiolani Park expansion policy, be and is hereby
rescinded; and
BE IT FURTHER RESOLVED that any and all Council Committee
Reports and Resolutions previously adopted relating to the policy
for the Queen Kapiolani Park expansion into the area bounded by
Paki Avenue, Kapahulu Avenue, Leahi Avenue, and Noela Avenue be
and are hereby rescinded; and
BE IT FINALLY RESOLVED that the Clerk be, and he is hereby directed to transmit copies of this Resolution to the Mayor, the Department of Parks and Recreation, and other affected agencies.
