RESOLUTION AUTHORIZING THE DIRECTOR OF THE HONOLULU ZOO TO ENTER INTO BREEDING LOAN AGREEMENTS WITH OTHER GOVERNMENTAL AGENCIES, INDIVIDUALS OR ORGANIZATIONS.

    WHEREAS, by Ordinance No. 4526, any intergovernmental agreement or any amendment thereto which places an obligation upon the City or any department or agency thereof shall require prior City Council consent and approval; and

    WHEREAS, the Honolulu Zoo has in its collection many rare and endangered species and is entrusted with the responsibility of preserving these creatures; and

    WHEREAS, the Honolulu Zoo is noted for breeding rare and endangered species in captivity which are being threatened by extinction in their natural habitats; and

    WHEREAS, zoos are now experiencing greater difficulty in locating suitable mates for their breeding programs; and

    WHEREAS, zoos now consider it essential that long-term breeding programs be established to preserve their collections and world wildlife; and

    WHEREAS, it is now necessary for zoos to engage in loaning specimens to each other for the purpose of engaging in and enhancing captive reproduction; and

    WHEREAS, the Honolulu Zoo desires to participate in this essential activity among zoos around the world; now, therefore

    BE IT RESOLVED by the Council of the City and County of Honolulu that the Honolulu Zoo Director be authorized to enter into breeding loan agreements with other government agencies or individuals and organizations limited to the express purpose of breeding valuable world wildlife in captivity at the Honolulu Zoo or elsewhere as deemed necessary.

    BE IT FURTHER RESOLVED that all breeding loans entered into shall be in the form attached hereto as Exhibit A and shall be signed by the Honolulu Zoo Director and approved by the Director of Finance and the Mayor.

    BE IT FINALLY RESOLVED that the Clerk is hereby directed to make copies of this resolution available to the Honorable Mayor, the Director of Finance, and the Honolulu Zoo Director.
