ESTABLISHING POLICY FOR THE DEVELOPMENT OF AFFORDABLE HOUSING AND
PUBLIC FACILITIES ON CERTAIN CITY-OWNED PROPERTIES.
WHEREAS, the lack of affordable housing for low- and
moderate-income people continues to be one of O'ahu's most
pressing problems; and
WHEREAS, one of the primary housing objectives of the City
and County General Plan is "to provide decent housing for all of
the people of O'ahu at prices they can afford"; and
WHEREAS, three key Physical Development and Urban Design
policies included in the General Plan are to: (a) Provide
downtown Honolulu and other major business centers with a well-balanced mixture of uses; (b) Encourage the development of
attractive residential communities in downtown and other business
centers; and (c) Encourage new construction to complement the
ethnic qualities of the older communities of O'ahu; and
WHEREAS, the City Council is committed to the full
development of the primary urban center, by encouraging and
facilitating a more intensive use of undeveloped and under-developed land in the primary urban center, thereby discouraging
urban sprawl, while at the same time revitalizing and improving
existing communities; and
WHEREAS, there are 16 acres of City-owned land situated as
follows (see Exhibits "A", "B", and "C"):
a. Kaiolu/Kuhio Off-street Parking Lot (Waikiki)
b. Mother Waldron Playground (Kakaako)
c. Block J (Downtown)
d. Kaahumanu Off-street Parking Lot (Downtown)
e. Smith/Beretania Off-street Parking Lot (Chinatown)
f. Pauahi Project - Blocks A and B (Chinatown)
that are valued at approximately $35 million, are vacant or
under-utilized, and could be used to provide affordable housing;
and
WHEREAS, the Council finds that there needs to be a
concerted effort on the part of the City to establish a policy
for development of City properties within central Honolulu; now,
therefore,
AFFORDABLE HOUSING
No less than 800 - 1,000 affordable (for purchase and
rental) units shall be provided in return for the free use
of City-owned property. (See Exhibit "D")
PUBLIC PARKING
Approximately 1,100 additional public parking spaces shall
be provided. (See Exhibit "D")
COMMUNITY/RECREATION FACILITIES
Community and recreation facilities shall be provided where
existing facilities must be replaced or when community needs
are not presently being met.
FINANCING
1. Total subsidies for affordable units shall be equal to
the value of the land being developed (See Exhibit
"E"); and
2. CDBG funds shall be utilized for construction and other
costs of the parking, community and recreational
facilities when eligible.
UTILIZATION OF STATE AND FEDERAL PROGRAMS
To the extent possible, any and all applicable State and
federal programs shall be utilized.
BE IT FURTHER RESOLVED that the City Administration, in
compliance with Ordinance 80-56, be directed to (a) proceed
immediately with the preparation of a detailed program for
implementation with the aforementioned policy for development of
affordable housing, community and recreational facilities and
public parking, (b) recommend necessary amendments to legislation
impeding according to Exhibit "D" of this resolution, and (c)
enter into necessary communication with private developers
regarding development of the affordable housing, community andrecreational facilities and public parking at locations referred
to hereinabove; and
BE IT FURTHER RESOLVED that the Department of Housing and
Community Development present all proposals and plans to the
Committee on Community Development for final approval; and
BE IT FINALLY RESOLVED that the Clerk be, and he is, hereby
directed to transmit copies of this resolution to the City
Managing Director, the Director of the Department of Housing and
Community Development, the Director of the Department of Land
Utilization and the Director of the Department of Transportation
Services.
