    WHEREAS, the Charter of the City and County of Honolulu (herein after called the City) embraces the merit system philosophy which provides equal employment opportunity in all civil service recruitment, selection, retention and separation activities;

    WHEREAS, the City concurs with all affirmative action which eliminates artificial barriers and further provides equal employment opportunity in its employment processes;

    WHEREAS, Mayor's Directive No. 11 established the City's commitment to develop, implement and administer an equal employment opportunity affirmative action program to enhance the City's merit system and actively eliminate artificial barriers;

    WHEREAS, the City's Equal Employment Opportunity Affirmative Action Program (herein after called EEOAAP) has been developed under the guidance of the Department of Civil Service, concurs with the Civil Rights Act of 1964, as amended by the Equal Employment Opportunity Act of 1972, and other federal and state directives; and adheres to the principle that selection and retention shall be based on merit and fitness;

    WHEREAS, the City's EEOAAP endorses a concerted effort to provide outreach activities for action groups without discriminating against other qualified candidates;

    WHEREAS, the City's EEOAAP goals and timetables cover classification, recruitment, examination, selection and placement, promotion, transfer, retention, training and other employment areas; and is attached herewith;

    BE IT RESOLVED by the Council of the City and County of Honolulu that:

    1.    The City's Equal Employment Opportunity Affirmative Action Program shall be adopted, implemented and maintained.

    2.    City departments shall implement and maintain their affirmative action programs.

    3.    City Council Resolution No. 279 of July 14, 1976 is amended to read as follows: the Office of the Managing Director shall coordinate the City's affirmative action program, under the Mayor's direction.
