ADOPTING THE PUBLIC INFRASTRUCTURE MAP FOR THE PRIMARY URBAN CENTER DEVELOPMENT PLAN AREA, HONOLULU, OAHU, HAWAII.
WHEREAS, the City Charter empowers the Director of Planning and Permitting to review
the executive operating and capital program and budget for conformance to the purposes
of the general and development plans; and
WHEREAS, the City Charter requires the annual executive budget to contain an explanation
of the relationship of the budget to the general and development plans of
the City; and
WHEREAS, the City Charter requires development plans consisting of conceptual schemes for implementing
and accomplishing the development objectives and policies of the general plan within the
City; a map; statements of standards and principles with respect to land uses;
statements of urban design principles and controls; and priorities to facilitate coordination of
major development activities; and
WHEREAS, the 1992 Charter amendments made the development plans more conceptual and less
oriented to specific projects or public facilities; and
WHEREAS, the City and County of Honolulu has adopted a new development plan
for the Primary Urban Center which reaffirms the role of the Primary Urban
Center in implementing the directed growth policies of the general plan; and
WHEREAS, the new development plan for the Primary Urban Center requires the City
Council to adopt a public infrastructure map for the Primary Urban Center development
plan by resolution; and
WHEREAS, the Department of Planning and Permitting (DPP) conducted a comprehensive and thorough
review of 294 projects shown on the development plan public facilities map for
the Primary Urban Center; and
WHEREAS, the DPP recommends that 139 projects be transferred from the development plan
public facilities map for the Primary Urban Center to the proposed public infrastructure
map for the Primary Urban Center attached hereto as Exhibit A, and by
reference made a part thereof; and
WHEREAS, the public infrastructure map for the Primary Urban Center shall not be
deemed part of the development plan; and
WHEREAS, the public infrastructure map for the Primary Urban Center shall only show
those designated major municipal facilities to be funded in the capital improvement program
budget and certain designated public utility facilities; and
WHEREAS, the public infrastructure map for the Primary Urban Center shall be used
as a guide in budgeting and funding public improvement projects; and
WHEREAS, Exhibit B attached hereto is a list of all those eligible projects
that the DPP recommends transferring from the development plan public facilities map for
the Primary Urban Center to the Primary Urban Center Public Infrastructure Map in
WHEREAS, Exhibit C-1, attached hereto is a list of all those eligible projects
that the DPP does not recommend transferring from the development plan public facilities
map for the Primary Urban Center to the Primary Urban Center Public Infrastructure
Map in Exhibit A; and
WHEREAS, Exhibit D-1, attached hereto is a list of those projects which were
included on the development plan public facilities map but are not eligible to
be transferred to the PUC PIM, either because they are not city projects
or are not a type of facility required to be shown on a
PIM; now, therefore,
BE IT FINALLY RESOLVED by the Council of the City and County of
Honolulu that the City Clerk is hereby directed to transmit copies of this
Resolution and the related exhibits to Mr. Eric G. Crispin, AIA, Director of
Planning and Permitting; Mr. Ivan Lui-Kwan, Director, Department of Budget and Fiscal Services;
Mr. Timothy E. Steinberger, P.E., Director, Department of Design and Construction; Mr. Attilio
K. Leonardi, Fire Chief, Honolulu Fire Department; Mr. Glen R. Kajiyama, Acting Chief
of Police, Honolulu Police Department; Mr. William D. Balfour, Director, Department of Parks
and Recreation; Mr. Frank J. Doyle, P.E., Director, Department of Environmental Services; Mr.
Clifford S. Jamile, Manager and Chief Engineer, Board of Water Supply; Ms. Cheryl
D. Soon, Director, Department of Transportation Services; and Mr. Barry Fukunaga, Director, Department
of Enterprise Services immediately upon its approval.
