URGING THE CITY ADMINISTRATION TO ENTER INTO AN AGREEMENT WITH A PRIVATE ENTITY TO CONSTRUCT, OPERATE, AND MAINTAIN SWIMMING POOLS OPEN TO THE GENERAL PUBLIC.
WHEREAS, the administration has estimated that a new swimming pool costs $7 to
$10 million to construct and that the annual average operation and maintenance costs
for a 25-meter swimming pool is $154,000 and for a 50-meter swimming pool,
$204,000; and
WHEREAS, the Council recognizes that the operation and maintenance costs combine with the
high cost of swimming pool construction to burden the City with significant financial
obligations for a number of years; and
WHEREAS, although there are substantial costs associated with swimming pools, the City needs
to pursue innovative solutions to assure that communities have sufficient access to swimming
pools; and
WHEREAS, it is the Councils understanding that certain private entities are willing to
construct, operate, and maintain swimming pools, as well as provide access to these
pools to the general public at a cost of $3 million per 25-meter
swimming pool; now, therefore,
BE IT RESOLVED by the Council of the City and County of Honolulu
that the City administration is urged to initiate the procurement of an agreement
with a private entity to construct, operate, and maintain swimming pools open to
the general public; and
BE IT FURTHER RESOLVED that the terms of the agreement shall be as
follows: 1. The successful bidder shall construct, operate, and maintain a 25-meter swimming pool; 2. The swimming pool shall not be a City swimming pool and the City will not be responsible for any costs associated with the pool;
3. The successful bidder shall allow members of the public to use the swimming
pool, for free, during specified hours to be determined in the agreement; and
4. The City shall pay the successful bidder no more than $3 million;
and
BE IT FURTHER RESOLVED that the administration report back to the Council within
120 days regarding its progress in procuring such an agreement; and
BE IT FINALLY RESOLVED that copies of this resolution be transmitted to the
Mayor, the Managing Director, the Director of Budget and Fiscal Services, and the
Director of Parks and Recreation.
