ADOPTING THE PUBLIC INFRASTRUCTURE MAP FOR THE CENTRAL OAHU SUSTAINABLE COMMUNITIES PLAN AREA, CENTRAL OAHU, OAHU, HAWAII.

WHEREAS, the Revised Charter of the City and County of Honolulu 1973, as amended, ("Charter") empowers the Director of Planning and Permitting to review the executive operating and capital program and budget for conformance to the purpose of the general and development plans; and

WHEREAS, the Charter requires the annual executive budget to contain an explanation of the relationship of the budget to the general and development plans of the City; and

WHEREAS, the Charter requires development plans consisting of conceptual schemes for implementing and accomplishing the development objectives and policies of the general plan within the City and including a map, statements of standards and principles with respect to land uses, statements of urban design principles and controls, and priorities to facilitate coordination of major development activities; and

WHEREAS, the 1992 Charter amendments made the development plans more conceptual and less oriented to specific projects or public facilities; and

WHEREAS, the City and County of Honolulu has adopted a new development plan for Central Oahu, the Central Oahu Sustainable Communities Plan, which reaffirms the role of Central Oahu in implementing the directed growth policies of the general plan; and

WHEREAS, Chapter 4, Article 8, Revised Ordinances of Honolulu, 1990, as amended, requires the City Council to adopt by resolution a public infrastructure map for each development plan area once its development plan is revised and adopted, and provides that the public infrastructure map shall not be deemed a part of the development plan; and

WHEREAS, the Article further provides that the public infrastructure map shall only show those designated major public facilities to be funded in the capital improvement program budget and certain designated public utility facilities, that the public infrastructure map shall be used as a guide in budgeting and funding public improvement projects, and that qualifying projects formerly on the public facilities map for the area shall be depicted on the initial public infrastructure map; and

WHEREAS, Exhibit A attached to this Resolution is a list of all of those qualifying projects formerly on the public facilities map of the Central Oahu Development Plan area recommended for inclusion on the public infrastructure map; and

WHEREAS, those qualifying projects formerly on the public facilities map that are not recommended by the affected City agencies for inclusion on the public infrastructure map are listed in Exhibit A1 attached to this resolution; and

WHEREAS, the Council concurs with the recommendation; and

WHEREAS Exhibit B attached to this Resolution is the resulting public infrastructure map for Central Oahu; now, therefore,

BE IT RESOLVED by the Council of the City and County of Honolulu that the Public Infrastructure Map for Central Oahu attached as Exhibit B be adopted; and

BE IT FINALLY RESOLVED by the Council of the City and County of Honolulu that the City Clerk is hereby directed to transmit copies of this Resolution and the related list of projects to Mr. Eric G. Crispin, AIA, Acting Director of Planning and Permitting; Mr. Clifford S. Jamile, Manager and Chief Engineer, Board of Water Supply; Mr. Ivan Lui-Kwan, Director, Department of Budget and Fiscal Services; Mr. Timothy Steinberger, P.E., Acting Director, Department of Design and Construction; Mr. Barry Fukunaga, Director, Department of Enterprise Services; Mr. Frank Doyle, P.E., Acting Director, Department of Environmental


Services; Mr. William D. Balfour, Jr., Director, Department of Parks and Recreation; Ms. Cheryl D. Soon, Director, Department of Transportation Services; Mr. Attilio K. Leonardi, Fire Chief, Honolulu Fire Department; and Mr. Lee D. Donohue, Police Chief, Honolulu Police Department, immediately upon its approval.
