Honolulu City Council Policy Resolutions

	CITY COUNCIL CITY AND COUNTY OF HONOLULU HONOLULU, HAWAII		No. 03-52
RESOLUTION

AMENDING THE CITY’S POLICY GUIDELINES FOR THE ESTABLISHMENT OF SISTER CITY RELATIONSHIPS.

    WHEREAS, Resolution 91-240 established guidelines for the City and County of Honolulu that governs the establishment of its sister city relationships; and

    WHEREAS, the guidelines provide that a sister city relationship may be established with another city that shares a direct historical, cultural, or ethnic relationship; offers educational and technological assistance to Honolulu’s business, industries, and labor force; offers the exchange of ideas and solutions based on similarities in population size or character; or has common bonds that are mutually beneficial to the citizens of both cities; and

    WHEREAS, to date, the City and County of Honolulu has established sister city ties with twenty international cities; and

WHEREAS, the guideline contained in Resolution 91-240 also established a limit of no more than four sister cities from any one country at any time; and

WHEREAS, advances in communications technology and information accessibility have encouraged people to think globally about the economy, politics and culture, and to establish linkages between and among the cultures of the world; and

    WHEREAS, while the Council continues to support the basic guidelines that govern the City’s sister city relationships, the Council believes that the number of sister cities from any one country should be increased in view of the world changes that have occurred over the past twelve years since the adoption of Resolution 91-240; now, therefore,

    BE IT FURTHER RESOLVED that all other guidelines governing the establishment of sister city relationships for the City and County of Honolulu remain unchanged; and
