ACCEPTING THE KALAELOA REDEVELOPMENT PLAN, A SPECIAL AREA PLAN OF THE EWA DEVELOPMENT PLAN, EWA, OAHU, HAWAII.

    WHEREAS, the Base Realignment and Closure Commission recommended closure of Naval Air Station Barbers Point (NASBP) in its June 1993 report to President William Clinton; and

    WHEREAS, the recommendation for closure was accepted by the President and confirmed by the U.S. Senate in September 1993, and NASBP was disestablished on July 1, 1999; and

    WHEREAS, the Barbers Point Naval Air Station Redevelopment Commission (BPNASRC), formed in 1994 for the purpose of preparing the Barbers Point Community Redevelopment Plan (BPCRP) which was published in March 1997, prepared a Special Area Plan (SAP) for the reuse planning component of the BPCRP; and

    WHEREAS, the SAP is based on the Community Redevelopment Plan (1997, as amended) which was adopted by the BPNASRC and accepted by the Department of the Navy and is in compliance with the policies and guidelines of the City's Ewa Development Plan; and

    WHEREAS, the Special Area Plan has been presented to community organizations and has received support from the Ewa Neighborhood Board and the Makakilo/Kapolei/Honokai Hale Neighborhood Board; and

    WHEREAS, components of the BPCRP and SAP cover general economic development, land use strategy, urban design, and an overview of infrastructure planning and implementation; now, therefore,

    BE IT RESOLVED by the Council of the City and County of Honolulu that this body accepts the Kalaeloa Redevelopment Plan, A Special Area Plan of the Ewa Development Plan dated December 2000 from the Barbers Point Naval Air Station Redevelopment Commission as transmitted by the City and County of Honolulu Planning Commission and by the Director of the Department of Planning and Permitting; and


    BE IT FURTHERED RESOLVED that the Council commends the members of the Barbers Point Naval Air Station Redevelopment Commission and its staff for their efforts and dedication to the planning for the appropriate reuse of Kalaeloa; and

    BE IT FINALLY RESOLVED that the City Clerk is directed to transmit certified copies of this Resolution to the members of the Barbers Point Naval Air Station Redevelopment Commission as follows: Mr. William Balfour, Director, State Office of Planning, P.O.
