WHEREAS, pursuant to federal law, Chapter 279E, Hawaii Revised Statutes (HRS), establishes a
metropolitan planning organization (MPO) to serve as an advisory body to the legislature
and the appropriate county legislative body to provide for continuous, comprehensive and cooperative
urban transportation planning for the county; and
WHEREAS, the only county to qualify for establishment of an MPO is the
City and County of Honolulu; and
WHEREAS, the Oahu Metropolitan Planning Organization (OMPO) is the MPO for the City
and County of Honolulu, and its planning area includes the urbanized areas of
Kailua, Kaneohe and Honolulu; and
WHEREAS, Section 279E-3, HRS, expressly provides for a 13-member policy committee for OMPO
to guide the urban transportation planning process on Oahu and designates eight of
its members as follows: 1) Director of the State Department of Transportation; 2)
Director of the county department assigned responsibility for transportation planning; 3) three members
of the State Senate to be appointed by the Senate President; and 4)
three members of the State House of Representatives to be appointed by the
Speaker of the House of Representatives; and
WHEREAS, Section 279E, HRS, also provides that five OMPO policy committee members must
be members of the legislative body of the appropriate county, but the statute
is silent on the appointing authority for these members; and
WHEREAS, the Council wishes to establish a City policy on the appointing authority
and membership of the five members of the City Council to the OMPO
policy committee; now, therefore,
BE IT RESOLVED by the Council of the City and County of Honolulu that the following shall be established as City policy governing the appointment of council members to the Oahu Metropolitan Planning Organization's policy committee:
1) The Council Chair shall be the appointing authority; and
2) At least three of the five members appointed to the OMPO policy committee
shall be members of the Council standing committee having primary responsibility for transportation
issues;
BE IT FURTHER RESOLVED that the policy established in this Resolution shall take
effect upon this Resolution's adoption; and
BE IT FINALLY RESOLVED that the Clerk be directed to transmit copies of this Resolution to the Executive Director of the Oahu Metropolitan Planning Organization and the Council Chair.
