RELATING TO AN AMENDMENT OF THE LOCALLY PREFERRED ALTERNATIVE FOR THE PRIMARY CORRIDOR TRANSPORTATION PROJECT.

    WHEREAS, the Council through Resolution 00-249, adopted on November 29, 2000, has accomplished the following with respect to the City Administration's Primary Corridor Transportation Project:

    (1)    Expressed support for the implementation of a fully integrated mass transit system;

    (2)    Selected the Bus Rapid Transit (BRT) Alternative as the locally preferred alternative (LPA);

    (3)    Authorized the City Administration to prepare the "LPA Report" and transmit it to relevant agencies;

    (4)    Authorized the City Administration, upon approval by the Federal Transit Administration (FTA), to commence the preliminary engineering/final environmental impact statement (PE/FEIS) phase for the locally preferred alternative; and

    (5)    Authorized the City Director of Transportation Services to enter into an intergovernmental agreement with the State Department of Transportation for the regional component of the BRT Alternative;

and

    WHEREAS, since the adoption of Resolution 00-249, the City Department of Transportation Services pursuant to the Council's request has formed geographic working groups comprised of members of the affected communities; and


    WHEREAS, the working groups have been assisting the Department in refining the portions of the LPA which pass through their geographic area; and

    WHEREAS, discussions have resulted in certain recommended changes to the LPA; and

    WHEREAS, the Council agrees with the recommendations and desires to express its approval; now, therefore,

    BE IT RESOLVED by the Council of the City and County of Honolulu that this body reaffirms its support for the implementation of a fully integrated mass transit system; and

    BE IT FURTHER RESOLVED that the Council amends the locally preferred alternative, selected under Resolution 00-249, as follows:

    (1)    By deleting the Kaonohi Street ramps to the H-1 BRT Corridor and the Kamehameha Drive-In site as the Pearl City/Aiea Transit Center;

    (2)    By realigning the University branch line of the in-town BRT system through the substitution of Pensacola Street for Ward Avenue as the connection between South King Street and Kapiolani Boulevard. The realigned portion of the line proceeds from the Richards Street/South King Street intersection in the Koko Head direction on South King Street until Pensacola Street and then in the makai direction on Pensacola Street until Kapiolani Boulevard;


    (3)    By adding to the in-town BRT system a "Kakaako Makai" branch line into the Aloha Tower and Kakaako makai areas. The new branch line begins at the Iwilei Transit Center, travels Koko Head onto Iwilei Road, turns Koko Head onto North King Street, and proceeds to the Hotel Street Transit Mall. It then proceeds in the makai direction on Bishop Street to Aloha Tower Drive. From Aloha Tower Drive, the branch continues in the Koko Head direction on Ala Moana Boulevard and then turns in the makai direction onto Channel Street. The branch then turns in the Koko Head direction onto Ilalo Street and then turns in the mauka direction onto Ward Avenue and proceeds until Auahi Street. From this point, the branch follows the LPA Kakaako/Waikiki routing to its terminus in Waikiki. In the reverse direction, the Kakaako Makai branch travels Ewa from Waikiki following the LPA Kakaako/Waikiki branch until Auahi Street at Ward Avenue. From Auahi Street/Ward Avenue, the Kakaako Makai branch travels Ewa in reverse of the Koko Head direction; except that, at the intersection of Bishop Street/Nimitz Highway, the branch turns Koko Head onto Nimitz Highway, then mauka onto Richards Street, and then follows the LPA Kakaako/Waikiki branch to the Iwilei Transit Center, where the new branch ends;

and

    BE IT FURTHER RESOLVED that the attached "Exhibit A," which shows amendments (2) and (3) of the locally preferred alternative, is incorporated in and made a part of this Resolution; and


    BE IT FURTHER RESOLVED that the City Administration is requested to continue planning for the establishment of two transit centers in Pearl City/Aiea along Kamehameha Highway and contraflow lanes during peak periods only for buses and possibly HOVs on Kamehameha Highway as projects separate from, but complementary to, the amended LPA; and

    BE IT FURTHER RESOLVED that, if an "Amended LPA Report" is determined to be needed, the City Administration is authorized to prepare the Report and transmit it to the FTA and Council; and

    BE IT FURTHER RESOLVED that, if a supplemental draft environmental impact statement for the Primary Corridor Transportation Project is determined to be needed, the City Administration is authorized to prepare the document and transmit it to the appropriate agencies and Council; and

    BE IT FURTHER RESOLVED that the authorizations conferred by the fourth and fifth "resolved" paragraphs of Resolution 00-249, concerning the PE/FEIS phase commencement and BRT intergovernmental agreement, remain valid and are to be exercised consistent with the amended LPA; and


    BE IT FINALLY RESOLVED that the Clerk is directed to transmit certified copies of this Resolution to the Governor of the State of Hawaii; Mayor of the City and County of Honolulu;
Director of the State Department of Transportation; Director of the City Department of Transportation Services; Mr. Gordon Lum, Executive Director of the Oahu Metropolitan Planning Organization, Ocean View Center, Suite 200, 707 Richards Street, Honolulu, Hawaii 96813; Mr. Leslie T. Rogers, Regional Administrator of the Federal Transit Administration, 201 Mission Street, Room 2210, San Francisco, California 94105; and Mr. Abraham Y. Wong, Division Administrator, Federal Highway Administration, P.O. Box 50206, Honolulu, Hawaii 96850.
