Honolulu City Council Policy Resolutions(Link to original Word Processing Version)
WHEREAS, the City Charter empowers the Director of Planning
and Permitting (DPP) to review the executive operating and
capital program and budget for conformance to the purpose of the
general and development plans; and
WHEREAS, the City Charter requires the annual executive
budget to contain an explanation of the relationship of the
budget to the general and development plans of the City; and
WHEREAS, the City Charter requires development plans
consisting of conceptual schemes for implementing and
accomplishing the development objectives and policies of the
general plan within the City and including a map, statements of
standards and principles with respect to land uses, statements of
urban design principles and controls, and priorities to
facilitate coordination of major development activities; and
WHEREAS, the 1992 Charter amendments made the sustainable
communities plans more conceptual and less oriented to specific
projects or public facilities; and
WHEREAS, the City and County of Honolulu has adopted a new
development plan for Koolaupoko which reaffirms the role of
Koolaupoko in implementing the directed growth policies of the
general plan; and
WHEREAS, the new Koolaupoko sustainable communities plan
requires the City Council to adopt a public infrastructure map
for the Koolaupoko sustainable communities plan by resolution;
and
WHEREAS, the public infrastructure map shall not be deemed a
part of the development plan; and
WHEREAS, the public infrastructure map shall only show those
designated major municipal facilities to be funded in the capital
improvement program budget and certain designated public utility
facilities; and
WHEREAS, Exhibit B attached to this resolution is a
comprehensive list of all those projects formerly on the public
facilities map for the Koolaupoko Development Plan area and
depicted on the public infrastructure map attached hereto as
Exhibit A; and
WHEREAS, Exhibit C attached to this resolution describes
those projects which are to be deleted from the public
infrastructure map for the Koolaupoko Sustainable Communities
Plan because the projects have either been completed or are no
longer being included as part of the Koolaupoko Sustainable
Communities Plan; and
WHEREAS, Exhibit D attached to this resolution describes
those projects which will remain on the public infrastructure map
for Koolaupoko as adopted by the Council pursuant to this
resolution; now, therefore,
BE IT RESOLVED by the Council of the City and County of
Honolulu that the public infrastructure map, Exhibit A, for
Koolaupoko be adopted; and
BE IT FURTHER RESOLVED that the public infrastructure map
for Koolaupoko be revised by deleting those project symbols
indicated in Exhibit C attached hereto; and
BE IT FURTHER RESOLVED by the Council of the City and County
of Honolulu that within 30 days of the adoption of this
resolution the Department of Planning and Permitting shall
prepare a public infrastructure map for the Koolaupoko
Sustainable Communities Plan area which incorporates the symbolson the previous Development Plan Public Facilities Map, except
for deletions to the public infrastructure map as indicated in
Exhibit C, and shall submit the map to the Council; and
