RELATING TO THE SUPPORT OF A FULLY INTEGRATED MASS TRANSIT SYSTEM AND TO THE SELECTION OF A LOCALLY PREFERRED ALTERNATIVE FOR THE PRIMARY CORRIDOR TRANSPORTATION PROJECT.

    WHEREAS, the transportation infrastructure in Oahu's primary transportation corridor, which stretches from Kapolei in the west to the University of Hawaii (UH) -Manoa and Waikiki in the east, is currently overburdened handling current levels of travel demand; and

    WHEREAS, future growth will further increase traffic congestion and delay within the primary transportation corridor; and

    WHEREAS, conditions warrant investments to improve the efficiency of the corridor's transportation infrastructure; and

    WHEREAS, community-wide public input on improving mobility within the primary transportation corridor was received during four rounds of Oahu Trans 2K public workshops that were held from September 1998 to November 1999; and

    WHEREAS, by its adoption of Resolution No. 99-338, CD-1, on December 1, 1999, the Council of the City and County of Honolulu (Council) strongly endorsed the mobility concepts forwarded by the City Administration after Round 4 of the Oahu Trans 2K meetings; and

    WHEREAS, by its adoption of Resolution No. 99-338, CD-1, the Council further supported a preliminary financial approach to include phased use of federal transportation funds, local highway funds, and City general obligation bonds to approve the necessary funding; and

    WHEREAS, the City Administration and Council have followed procedures for federal transportation assistance and are now nearing completion of the "major investment study/draft environmental impact statement" (MIS/DEIS) phase of the Primary Corridor Transportation Project (Project); and



    WHEREAS, the Council, after receiving public testimony supporting the findings of the Major Investment Study/Draft Environmental Impact Statement: Primary Corridor Transportation Project, dated August 2000, has given due consideration of the alternatives identified and defined through the MIS/DEIS phase of the Project; now, therefore,

    BE IT RESOLVED by the Council of the City and County of Honolulu that it supports the implementation of a fully integrated mass transit system; and

    BE IT FURTHER RESOLVED that, as part of a fully integrated mass transit system, the Council selects as the "locally preferred alternative" (LPA) the alternative referred to as the Bus Rapid Transit Alternative in the Major Investment Study/Draft Environmental Impact Statement: Primary Corridor Transportation Project, dated August 2000, which includes an expanded hub-and- spoke bus system, a Regional Bus Rapid Transit (BRT) system, and an in-town high capacity In-Town BRT system consisting of a transit spine from Middle Street to Downtown, a University Branch from Downtown to UH-Manoa, and a Downtown to Kakaako/Waikiki Branch; and

    BE IT FURTHER RESOLVED that the Council authorizes the City Administration to prepare and to transmit the required "LPA Report" to the Federal Transit Administration (FTA) with a copy provided to the Council, the Oahu Metropolitan Planning Organization (OMPO), and the State Department of Transportation (SDOT); and

    BE IT FURTHER RESOLVED that, upon approval by the FTA, the City Administration is authorized to commence the "preliminary engineering/final environmental impact statement" (PE/FEIS) phase for the LPA; and

    BE IT FURTHER RESOLVED that the Director, Department of Transportation Services (DTS Director) is authorized to enter into an intergovernmental agreement pursuant to Chapter 1,Article 8, Revised Ordinances of Honolulu 1990, as amended, with the SDOT for the regional component of the BRT; and

    BE IT FINALLY RESOLVED that copies of this resolution be transmitted to the Governor of the State of Hawaii; the Mayor of the City and County of Honolulu; the Director of SDOT; the DTS Director; Mr. Gordon Lum, Executive Director of OMPO, Ocean View Center, Suite 200, 707 Richards Street, Honolulu, Hawaii 96813; Mr. Leslie T. Rogers, Regional Administrator of FTA, 201 Mission Street, Room 2210, San Francisco, California 94105; and
Mr. Abraham Y. Wong, Division Administrator, Federal Highway Administration, P.O. Box 50206, Honolulu, Hawaii 96850.
