HONORING DUKE PAOA KAHANAMOKU BY NAMING THE FACILITY HOUSING THE WAIKIKI POLICE SUBSTATION AS THE "DUKE PAOA KAHANAMOKU BUILDING."

    WHEREAS, Duke Paoa Kahanamoku achieved worldwide fame due to his competitive swimming accomplishments, surfing promotional activities, public service, and, most importantly, personal kindness, grace, and gentility; and

    WHEREAS, in swimming events, Duke Paoa Kahanamoku won gold medals at the 1912 and 1920 Olympic Games and other medals at the 1924 and 1928 Olympic Games; and

    WHEREAS, he was a highly regarded surfer and is considered the father of modern surfing; and

    WHEREAS, because of these accomplishments, Duke Paoa Kahanamoku is a member of both the Swimming Hall of Fame and Surfing Hall of Fame; and

    WHEREAS, Duke Paoa Kahanamoku also had a long and distinguished career in public service as the City and County of Honolulu Sheriff from 1934 to 1960 and State Ambassador At-Large and City Official Greeter from 1960 to 1968; and

    WHEREAS, upon the passing of Duke Paoa Kahanamoku on January 22, 1968, the Reverend Abraham K. Akaka proclaimed:

        Duke Kahanamoku represented the Alii Nobility in the highest and truest sense -- concern for others, humility in victory, courage in adversity, good sportsmanship in defeat. He had a quality of life we are all challenged and inspired to emulate;

and

    WHEREAS, Section 22-9.3(a)(3)(C), ROH, authorizes, in an exceptional case, a new or existing City facility, such as a police station, to be named for a deceased person who has"achieved significant recognition historically on the city, state, national or international level"; and

    WHEREAS, Section 22-9.5(f), ROH, authorizes the Council, on its own motion, to designate the name of a new or existing City facility by adoption of an appropriate resolution; and

    WHEREAS, in 1990, the Council adopted Resolution 90-352, CD1, naming the facility housing the Honolulu Police Department Waikiki Substation on Kuhio Beach as the "Duke Paoa Kahanamoku Building"; and

    WHEREAS, since then, that facility has been replaced by a new one constructed as part of the Kuhio Beach improvement project; and

    WHEREAS, the Council finds that naming the new facility as the "Duke Paoa Kahanamoku Building" is an exceptional case under Section 22-9.3(a)(3)(C); now, therefore,

    BE IT RESOLVED by the Council of the City and County of Honolulu that, pursuant to the authority of Section 22-9.5(f), ROH, the facility housing the Honolulu Police Department Waikiki Substation on Kuhio Beach is named the "Duke Paoa Kahanamoku Building"; and

    BE IT FINALLY RESOLVED that the Clerk is directed to transmit certified copies of this Resolution to the Mayor, Chief of Police, Director of Design and Construction, and Chief Engineer of Facility Maintenance.
