WHEREAS, the enterprise zone program is an economic
development tool that can stimulate growth and activity
throughout the City and County of Honolulu; and
WHEREAS, as set forth in Section 209E-1, Hawaii Revised
Statutes (HRS), the goal of the enterprise zone program is to
stimulate business and economic growth in areas that need
assistance to attract private sector investment; and
WHEREAS, pursuant to Section 209E-4, HRS, the governing body
of any county may apply in writing to the State Department of
Business, Economic Development and Tourism (DBEDT) to have an
area declared an enterprise zone and the Governor, upon the
recommendation from DBEDT, shall approve or disapprove the
designation of up to six areas in each county for a period of
twenty years; and
WHEREAS, the Honolulu City Council adopted Resolution 95-292
on September 20, 1995, which proposed the establishment of four
enterprise zones in the county; and
WHEREAS, on October 14, 1996, the Governor approved
enterprise zones on Oahu, as proposed by the City and County of
Honolulu, for the North Shore, Mililani/Wahiawa, and Pearl
City/Waipahu areas, while rejecting the proposed zone in the
Barbers Point/Kapolei-James Campbell Industrial Park; and
WHEREAS, on August 6, 1997, the Council adopted Resolution
97-237, FD1, which proposed an expansion of the North Shore
Enterprise Zone; and
WHEREAS, on November 19, 1997, the Governor approved the
expansion of the North Shore Enterprise Zone; and
WHEREAS, the Council finds that the Koolau Loa economy and
job market would benefit from the further expansion of the NorthShore Enterprise Zone to include the zoned areas in Koolau Loa,
but not including areas zoned P-1, restricted preservation
district, or P-2, general preservation district; now, therefore,
BE IT FURTHER RESOLVED that qualified businesses in the
expanded Enterprise Zone 1, North Shore, shall be provided the
current City incentives for the Zone:
1. A rebate of real property taxes on all new construction
for a period not to exceed two years; and
BE IT FURTHER RESOLVED that the Mayor is requested to concur
with the Council's decision that request the State expand the
North Shore Enterprise Zone to the newly-delineated area, and
that he submit an application to the State requesting that it
declare the newly-delineated North Shore Enterprise Zone as
hereby established; and
