Title:
A BILL FOR AN ORDINANCE TO FURTHER AMEND CHAPTER 13, REVISED ORDINANCES OF HONOLULU 1978, AS AMENDED, BY ADDING A NEW ARTICLE RELATING TO NOISE CONTROL, AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF.
Gist:
The bill would make it unlawful for any person to play or operate any radio or other machine or device for reproducing sound if it is located on any public property or in any motor vehicle on a public street or space and if the sound can be heard from a distance of 30 feet.
Comments:
The CD-1 version contains an amendment to change the distance from which the noise can be heard from 50 feet to 30 feet. The penalty provision was amended as follows: first offense-$100; second offense within 6 months of first-$500; and third offense within one year of first-$1,000 or forfeiture of sound system up to $1,000, or a combination of forfeiture and fine totaling $1,000.
