Waikiki Visitor Victims Program

This program is a collaborative effort between the Honolulu Police Department (HPD), Visitor Assistance Program (VAP), and Visitor Aloha Society of Hawaii (VASH) and the Department of the Prosecuting Attorney.   Since the program's inception in February 2002, the prosecutors have accelerated the intake (e.g., immediate charging) of all adults arrested for committing certain crimes against Waikiki visitors and advocated for court orders banning these offenders from Waikiki as a condition of pretrial release or probation.  Crimes against visitors, especially theft, are a serious problem in Hawaii; however, HPD and VAP Director MARI McCAIG report that the strategy has a positive impact on law enforcement and visitor-victim assistance efforts.
