DEPARTMENT OF PARKS AND RECREATION RULES AND REGULATIONS REGARDING Pursuant to and by virtue of the authority set forth in Section 13-36.8, Revised Ordinances of Honolulu 1978, as amended, Chapter 13 of the Revised Charter of Honolulu 1973, as amended, and Chapter 91, Hawaii Revised Statutes, the Director of the Department of Parks and Recreation, subject to the approval of the Mayor of the City and County of Honolulu, hereby adopts the following rules and regulations relating to pruning of exceptional trees:
A. Findings and Purpose. 1. Pursuant to Ordinance No. 81-32, the people of the City and County of Honolulu have expressed a desire to improve the quality of life of its citizens by enacting protective regulations to safeguard exceptional trees within the City and County of Honolulu. B. Applicability and Scope. 1. These rules and regulations shall apply to any person, corporation, public agency or other entity who intends to prune or otherwise alter the shape, canopy or natural growth habit of a tree, which has been designated "exceptional", in the City-and County of Honolulu and has obtained a permit from the Department of Parks and Recreation-. 2. If any provision of these rules and regulations or the application of such provision is held to be invalid, the remaining portions of these rules and regulations or the application of said portions shall not be affected.
1. All cuts shall be made sufficiently close to the trunk or parent limb, without cutting into the shoulder or leaving a protruding stub, so that closure can readily start under normal conditions. Clean cuts shall be made at all times. 2. It is necessary to precut branches too heavy to handle to prevent splitting or peeling the bark. Where necessary, to prevent tree or property damage, branches shall be lowered to the ground by proper ropes or equipment. 3. Treatment of cuts and wounds, with tree wound dressing, is optional except where open wounds in certain trees may attract insects that carry disease or allow fungus invasion. If such treatment is made, materials nontoxic to the cambium layer must be used, and care taken to treat only the exposed wood with a thin coat of dressing. 4. On trees known to be diseased, tools are to be disinfected with methyl alcohol at 70% (denatured wood alcohol appropriately diluted with water) or chlorox solution after each cut and between trees where there is known to be a danger transmitting the disease on tools. 5. Old injuries are to be inspected. Those not closing properly and where the callus growth is not already completely established should be treated as appropriate. If desired, for cosmetic purposes, the wound may be treated with a thin coat of wound dressing.
These rules and regulations shall take effect ten days after filing with the Office of the City Clerk. ADOPTED this 11th day of January , 1984, by the Director of the Department of Parks and Recreation, City and County of Honolulu, State of Hawaii.
