IN CITY AND COUNTY OF HONOLULU PARK PROPERTIES CITY AND COUNTY OF HONOLULU Pursuant to and by virtue of the authority set forth in Section 13-14.3, Revised Ordinances of Honolulu 1978, as amended, the Director of Parks and Recreation of the City and County of Honolulu hereby adopts the following Rules and Regulations Governing Parking in City and County of Honolulu Park Properties.
A. Applicability and Scope 1. These Rules and Regulations shall apply to parking in public parks under the control, management and operation of the Department of Parks and Recreation. 2. These Rules and Regulations shall not apply to emergency, medical or rescue vehicles. 3. Park users must comply as well with all applicable provisions of the City Traffic Code. 4. If any provision of these Rules and Regulations, or the application of such provisions, is held to be invalid, the remaining portions of these Rules and Regulations, or the application of said portions, shall not be affected. B. Objectives 1. To protect City park properties by providing parking control. 2. To promote the safe enjoyment of public parks by the public by providing guidelines for use and reservation of parking facilities. C. Definitions 1. "Department" shall mean the Department of Parks and Recreation, City and County of Honolulu. 2. "Director" shall mean the Director of the Department of Parks and Recreation or his authorized representative. 3. "Emergency Vehicle" shall mean fire, ambulance, water safety, and police vehicles. 4. "Exclusive Use" shall mean having full use or control of a parking stall(s), lot or area by a permittee.
6. "Parks Permit Section" shall mean the section responsible for issuing Park Use Permits for parking. 7. "Park User" shall mean one who is using a City park. 8. "Permittee" shall mean a park user who has a Park Use Permit to reserve a parking stall(s), lot or area. 9. "Police" shall mean police officers of the Honolulu Police Department. 10. "Vehicle" shall mean automobiles, trucks, dune buggies, motorcycles, mopeds, motor scooters or any other vehicles which are mechanically propelled.
A. Only park users shall be allowed to park their vehicles in public parks, except that: 1. Anyone may park in the Honolulu Zoo metered parking lot at any time and for any duration provided that all meter and parking regulations are observed. 2. The Director may grant a waiver to the general rule at his discretion. B. Except as authorized, no vehicle shall park on City public parks where signs are posted prohibiting or restricting parking, including parking in a parking stall reserved for concessionaires, lifeguards, department staff, emergency, and handicap vehicles. C. Curb parking along streets and roads located in City parks may be temporarily restricted for special events and activities provided a permit is issued by the Department's Parks Permit Section. D. Parking lot stalls or curb parking stalls may be reserved for exclusive use only by permit issued by the Department's Parks Permit Section and subject to any restrictions necessary to insure public health and safety and to allow the maximum unrestricted use of parks by the public. Granting of these permits will be based on a case-by-case evaluation by the Parks Permit Section. The primary evaluation criterion shall be the logistical needs of the organizers of the special event/activity. Parking lot and curb stalls shall be returned to public use immediately upon determination by the department that exclusive use is no longer required. The general rule is to return reserved stalls to public use 30 minutes after the start of the event/activity. F. No vehicle shall be driven or parked on any public beach with the exception of areas specifically designed to accommodate motor vehicles such as paved roads for boat launching and other areas specifically intended for parking of vehicles with boat trailers. G. Any vehicle violating Part II shall be subject to citation by the police. H. On Kalakaua Avenue (between Monsarrat Avenue and Paki Avenue/Diamond Head Road), on Monsarrat Avenue (between Kalakaua Avenue and Paki Avenue), and on Paki Avenue (between Monsarrat Avenue and Kalakaua Avenue) whenever curb parking is temporarily restricted for parades and physical fitness activities, the permittee shall be required to post blinker barricades at each temporary "NO PARKING - TOW AWAY ZONE" sign posted along that portion of Kalakaua Avenue.
