Internet Acceptable Use Policy
The City & County of Honolulu (CCH) is committed to providing quality information resources to meet the personal and professional needs of our communities and enrich the quality of life of our citizens. The CCH Neighborhood On-Line Center strives to provide Internet connectivity as a means of giving our citizens fair and equal access to important information and information resources throughout the world.
The Internet is a conglomeration of millions of different web sites; it is completely unregulated, and along with all other forms of communication, can be an avenue to images that may be offensive. It is impossible for CCH staff or volunteers to monitor all the sites, as they appear, change, and disappear without notice. CCH cannot be held responsible for the content, quality, or accuracy of Internet web sites. Parents/guardians are ultimately responsible for guiding their child(ren) in their use of the Internet.
CCH Neighborhood Online Center Rules list the display of offensive images as disruptive behavior; persons engaged in displaying offensive images will be directed to cease by CCH staff or volunteers. Persistent or uncooperative offenders will be: (1) directed to terminate their session; (2) informed that their conduct may be in violation of Section 712-1215 of the Hawaii Penal Code; and (3) banned from the CCH Neighborhood On-Line Center if they do not comply. CCH staff or volunteers periodically monitor patron use of the Internet, and may invoke these actions if they witness misuse of the Internet terminals, or if another patron lodges a complaint.
CCH staff or volunteers will provide assistance for Internet usage, as time allows. Our staff or volunteers will also assist patrons by recommending and demonstrating how to locate appropriate web sites, as time allows. However, they may not be able to provide technical assistance or tutoring for patrons' Internet searches.
It is the responsibility of all Internet users to respect intellectual property rights. Copyright restrictions may exist for any electronic resource. Patrons may only make copies allowable by copyright laws (Title 17, United States Code), as amended or revised, and as permitted under licensed software agreements.
CCH shall develop guidelines for Internet use consistent with this policy.
